Preliminary Plat and Site Plan Review: Town Center Gardens 3rd Addition <br />February 25, 2005 <br />Revised: March 31, 2005 <br />Page 2 of 8 <br /> <br />Platting: The preliminary plat is proposing a combination of townhouse and single-family units. <br />It appears that Block I will be developed as condominiums, to be platted as a Common Interest <br />Community (CIC). The C[C units platted at Anoka County must conform to site plan and <br />preliminary plat approved by the City Council. The City ts also requesting a copy of' the <br />document that will be recorded in conjunction with the plat at the office of Anoka County. <br /> <br />Streets: The preliminary plat shows a combination of public and' Private streets. The plat <br />proposes to extend 147th Lane west at Rttinestone St NW ,from the remainder of the Town Center <br />Gardens plat. A temporary cul-de-sac will need to be provided on 147th Lane, unless a cormection- <br />is established concurrently with Ramsey Town Center 8th Addition to the west. Olivine and <br />Peridot Streets are proposed to be extended north to serve the northeast corner of the plat; both <br />are proposed to connect to 149th Avenue NW. 148~h Avenue is being constructed to the western <br />property line in the northern part of the plat; this complies with City Code requirements. A'cul- <br />de-sac will be required at the end of 148tn Avenue. Building on Lot 10, Block 3 and Lot 26, <br />Block 4 may not be permitted until the street is extended to make room for the temporary cul-de- <br />sac. The plat also includes two public streets in the western portion of the plat (Streets A and B). <br />The northerly termination of Street B Wi}l require installation of a temporary cul-de-sac, Type III <br />barricades must be installed along with the temporary' cul-de-sacs. Drainage must be directed <br />into the project to prevent erosion of the adjacent properties. <br /> <br />The approved Master Plan for ~he Town Center shows Town Center Drive being extended <br />between the Subject Property and the Town Center property to the west. City plans show Town <br />Center Drive to connect to Vari°lite Street at Alpine Drive, generally through the Subject <br />Property, south of Alpine Drive. This street alignment will need to be coordinated between this <br />development and Ramsey Town Center 8th Addition to the west. The ultimate street alignment <br />may affect the number of units allowed in this .area. <br /> <br />All of the outstanding issues with regard to streets 'must be addressed on the.revised preliminary <br />plat.. <br /> <br />Private Streets: Private streets are proposed to serve townhomes in the northwestern and eastern <br />portion of the plat, though most of the streets proposed for the 3r~ Addition are public streets. <br /> <br />The table below indicates City Code requirements for private street lengths: <br /> <br />Mdximum, private street length without a <br />turnaround provided <br /> <br />Maximum private street length with a turning <br />,rovision provided <br /> <br />Maximum private street length with a cul-de- <br />sac provided <br /> <br />200 feet <br /> <br />300 feet <br /> <br />600 feet, when exceeding the 300 foot <br />length requirement, the private street <br />width must be 32 feet. <br /> <br /> <br />
