Principal City Engineer Olson inquired if there should be turn lane going south on Armstrong
Boulevard at Alpine Drive.

Councilmember Hendriksen did not feel that there was a need to change anything going
southbound.

Mayor Gamec stated that if they are going to construct the fight turn lane going north on
Armstrong Boulevard then they should probably construct the fight turn lane going south as well.

Principal City Engineer Olson noted that the City had requested that the County put in advanced
warning signs for Alpine Drive, and the County recommended that the City experiment with a 12
inch street sign blade. He inquired if anyone had noticed the difference because staff had not.

Consensus of the Committee was that no one noticed the 12 inch street sign.

Motion by Mayor Gamec, seconded by Councilmember Kurak, to recommend that staff order the
preparation of a change order for the installation of right-turn lanes along Armstrong Boulevard
at Alpine Drive.

Further discussion: Councilmember Kurak inquired as to when the lighting issue would be
addressed. Councilmember Hendriksen stated that there is a yard light in the adjoining yard that
makes you believe that is where the intersection is.

Motion was amended to direct staff to address the lighting concerns at the northbound
intersection of Armstrong Boulevard and Alpine Drive.

Further discussion: Director of Public Works/Fire Chief Kapler stated that he personally felt that
the 12 inch street sign was inadequate. Councilmember Zimmerman agreed, stating that there
should be an advance warning sign. Mayor Gamec agreed as well. Principal City Engineer
Olson explained that the County wanted the City to do what they can with the signs they had, but
staff will request advance warning signs again explaining that the City has done their best to use
their current signs. Councilmember Zimmerman stated that a right turn lane should also be
constructed going westbound on Alpine Drive and turning onto Variolite Street. Mayor Gamec
recommended reviewing all of the problematic intersections at a future Public Works Committee
meeting. Principal City Engineer Olson agreed that the Variolite Street and Alpine Drive
intersection was problematic.

Motion was amended to include the construction of a right turn lane at the intersection of
Variolite Street and Alpine Drive.

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Anderson,
Hendriksen, and Zimmerman. Voting No: None.

Public Works Committee/March 19, 2002
