Motion by Councilmember Kurak, seconded by Mayor Gamec, to recommend that the City <br />Council adopt the interim private street policy until the Chapter 9 is rewritten. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmembers Kurak, and Anderson. Voting <br />No: Councilmembers Hendriksen and Zimmerman. <br /> <br />Councilmember Zimmerman stated that he was opposed because he would prefer that the <br />maximum street length be 300 feet. <br /> <br />Case #3: Consider the Addition of Turn Lanes for Armstrong Avenue at Alpine Drive <br /> <br />City Engineer Jankowski stated that last fall following the completion of the Alpine Drive project <br />between Variolite and Armstrong Boulevard, the Public Works Committee requested that turn <br />lanes on Armstrong Boulevard be considered. Staff has obtained a cost estimate for full turning <br />movements, which include both right and left turn lanes (now the Anoka County standard) at <br />$108,723. This estimate includes project overhead as well as construction costs. This estimate <br />appears conservative since similar turn lanes on CR 116 were $120,000 per intersection. <br />Alternatively, if only fight turn lanes were designed this cost would be approximately $30,000. <br />Should either of these alternatives be desired a change order with the contractor could be <br />negotiated as the contract is still open at this time. Funding for this can be made available from <br />the City's MSA funds. Staff recommended that fight turn lanes only be installed along <br />Armstrong Boulevard. <br /> <br />Councilmember Hendriksen stated that whoever designed the intersection did a real bad job. <br /> <br />Principal City Engineer Olson noted that it was designed by RLK. <br /> <br />Councilmember Anderson stated that they need to construct the fight turn lane as well as adding <br />better lighting. <br /> <br />Councilmember Zimmerman inquired as to why the City should pay for a right turn lane on the <br />west side of Armstrong Boulevard. <br /> <br />Councilmember Hendriksen the area that is the real problem is taking a right turn from <br />northbound on Armstrong. <br /> <br />Principal City Engineer Olson inquired if the Committee would be in agreement for preparing a <br />change order for a right turn lane northbound on Armstrong at Alpine Drive. <br /> <br />Councilmember Hendriksen stated that if the construction can be done as a change order then it <br />should be done. <br /> <br />City Engineer Jankowski noted that the contract was still open so they could do the project as a <br />change order. <br /> <br />Public Works Committee/March 19, 2002 <br /> Page 9 of 18 <br /> <br /> <br />
