Case #4: Receive Draft of C.R. #116 Study <br /> <br />City Engineer Jankowski stated that On October 10, 2001 the City entered into a contract with <br />SRF Inc., subsequent to a joint powers agreement with the City of Anoka and Anoka County to <br />prepare a Corridor Study for County Road 116 between CSAH 7 in Anoka to Highway 10. In <br />December, draft portions of the report were issued, which contained basic information on <br />existing conditions including: land use, roadway geometrics, traffic volumes and speed crash <br />history, current operational service levels, and a review of environmental concerns. Staff offered <br />the following observations on this draft segment of the plan. <br /> <br />The right-of-way deficiencies between Dysprosium and TH 47, and between CR 57 and <br />CR 56 appear to be in error. A review of County half sections show a 120-foot right-of- <br />way through these segments. <br /> <br />The right-of-way deficiencies within the City of Anoka are limited to 440 feet (two <br />parcels) just west of Dysprosium/Thrusher. <br /> <br />It would be helpful to illustrate the right-of-way deficiencies on a larger scale map. <br /> <br />The segment of CR 116 between CR 56 and CR 83 proposes ten access points versus the <br />limitation of six access points that was agreed to with Anoka County when the road was <br />constructed. <br /> <br />The Texaco/Rivers Bend Plaza access proposes a right in - right out, but would still <br />allow left tums into Texaco. <br /> <br />Access 34 should also be proposed for removal when developments occur. Currently, the <br />access provide ingress to a single family homestead. When commercial/industrial <br />development occur, access provisions to 140th Avenue are available. <br /> <br />Access 48 north should be relabeled as Azurite Street. <br /> <br />In Ramsey, 15 private accesses are recommended for removal, with 10 of these accesses <br />being between Dysprosium and CR 57. <br /> <br />Six accesses are proposed for removal in Anoka. <br /> <br />The recommended removals represent a 28 percent reduction in the total number of 74 <br />existing accesses. <br /> <br />Except for County Roads and MSA Streets (Dysprosium and Sunwood) only Magnesium <br />and the SuperAmericaFC/algreens access would remain as full turning movement <br />accesses. <br /> <br />Public Works Committee/March 19, 2002 <br /> Page 11 of 18 <br /> <br /> <br />
