The change from full access to right in - right out accesses for Wolfram, Tungsten, <br />Krypton, Iodine and Germanium will alter traffic patterns in the residential neighborhood <br />to the north, particularly during the early morning period. <br /> <br />Councilmember Hendriksen stated that he could understand acquiring additional right of way if <br />them is only 66 feet, but not if there is already 110 feet. <br /> <br />City Engineer Jankowski explained that the County is in the process of acquiring the right of way <br />for the additional 27 feet on the property that was for sale along C.R. #116. Most of the right of <br />way deficiencies are in the City of Ramsey. He reviewed the accesses along C.R. #116 and noted <br />which accesses would be eliminated or consolidated. <br /> <br />Councilmember Kurak inquired as to whom owned the SuperAmerica access and what would it <br />cost a property owner to connect to their access. <br /> <br />City Engineer Jankowski replied that the SA access is a private street, which the City participated <br />in. <br /> <br />Councilmember Anderson stated that the study does not seem to be addressing the problems with <br />the apartment complex. <br /> <br />City Engineer Jankowski noted that staff is going to be requesting a diagram for the accesses into <br />the Texaco station for further clarification. <br /> <br />Councilmember Anderson stated that the apartments don't sit along C.R. #116, which is why <br />they might not be considered. <br /> <br />City Engineer Jankowski stated that there was some discussion of widening the intersection on <br />T.H. #47 to allow for u-turns. <br /> <br />Councilmember Zimmerman stated that they needed to be looking at the broader picture not <br />individual areas. It is suppose to be a study of what C.R. #116 will look like in the future. He <br />recommended that the issue be discussed further at the next Public Works Committee meeting. <br /> <br />City Engineer Jankowski stated that the one issue the Committee should take note off is that SRF <br />recommends ten access points between Ramsey Boulevard and Armstrong Boulevard, which is <br />in conflict with the agreement the City made with the County. <br /> <br />Councilmember Kurak stated that SRF is proposing two full access points, and the City is <br />allowed three full access points. She did not believe that Armstrong Boulevard and Ramsey <br />Boulevard were part of those three access points. <br /> <br />City Engineer Jankowski stated that Councilmember Kurak's interpretation was correct. <br /> <br />Public Works Committee/March 19, 2002 <br /> Page 12 of 18 <br /> <br /> <br />
