Councilmember Kurak stated that instead of three full access points the plan shows one full <br />access and four limited, which is not far off from what was agreed to by Anoka County. <br /> <br />City Engineer Jankowski stated that he was not objecting to what was being proposed, he only <br />wanted to make the Committee aware of it. He also noted that between Dysprosium Street and <br />C.R. #57 there are only going to be full turning intersections at Dysprosium Street and <br />Magnesium Street, with all other accesses becoming fight-in and right-out, which might impact <br />local traffic patterns. He stated that a study will probably have to be done of how many vehicles <br />take a left onto C.R. #116. <br /> <br />Councilmember Kurak inquired if a median will be constructed along C.R. #116. <br /> <br />City Engineer Jankowski replied that a median would be constructed along the entire roadway, <br />except where there will be full turning movement. <br /> <br />Consensus of the Committee was to bring the issue back to the next Public Works Committee <br />meeting for further discussion. <br /> <br />Case #5: <br /> <br />Consider Potential Alignment of 167th Avenue NW between CSAH 5 and CR <br />83 <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to table until the <br />April Public Works Committee meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Hendriksen, Kurak, <br />Anderson, and Zimmerman. Voting No: None. <br /> <br />Case #6: Receive Draft of T.H. #10 Corridor Study <br /> <br />Principal City Engineer Olson stated that in May of 2001 the State of Minnesota initiated the TH <br />10 Corridor Study with the initiation of the Technical and Policy Advisory Committees. There <br />have been numerous meetings of both committees to discuss the existing and future operation of <br />TH 10 from I35W in Moundsview to TH 24 in Clear Lake. There were five public meetings that <br />were held to discuss alternatives with the public. MnDOT also gave a presentation at the <br />November Public Works Committee meeting to answer any questions regarding the TH 10 <br />Corridor and to gather input for the creation of the vision of the corridor. In February, a <br />complete draft report was issued, which contained information on existing conditions including: <br />public involvement in the process, existing land use, roadway geometrics, existing and projected <br />traffic volumes, accident history, current operational service levels, and a review of <br />environmental concerns. It also discusses the need to upgrade the section of TH 10 through <br />Ramsey to a 6 lane freeway with the 3 alternatives that were presented at the November Public <br />Works Committee. This work has been split into two phases. The first phase is between Round <br />Lake Boulevard and Sunfish Lake Boulevard. This conversion has been anticipated to occur <br />between 2002 - 2010 at a cost of $95 million. The second phase is between Sunfish Lake <br />Boulevard and TH 169 in Elk River and has been anticipated to occur between 2010 - 2018 at a <br /> <br />Public Works Committee/March 19, 2002 <br /> Page 13 of 18 <br /> <br /> <br />
