cost of $115 million. MnDOT would like to complete the TH 10 Corridor Study and asked that
comments be received by interested parties by April 3, 2002. Mr. Olson noted that the study
does not include an intersection at Alpine Drive, which the City may wish to make note of since
it is a main east/west connection through the City of Ramsey. The study does indicate a frontage
road connection from Jarvis Street to Alpine Drive, but staff felt that it should be adjusted to
align with the West Ramsey Industrial Park. He inquired if the Council preferred the southern
alignment of TH 10 or the other two options of staying along the rail road tracks or in its current
location.

Mayor Gamec stated that he would prefer that the alignment of TH 10 run along the railroad
tracks.

Councilmember Hendriksen also agreed with the alignment along the railroad tracks.

Councilmember Zimmerman felt that leaving all options on the map could be beneficial.

Councilmember Anderson stated that she had thought the southern alignment was not possible
because it was too close to the river.

Principal City Engineer Olson replied that there was concern was that it would impact several
residential properties.

Councilmember Hendriksen stated that if they are going to consider the southern alignment at all
they better hold off on the town center project because it should not be a mile away from the
highway.

Motion by Mayor Gamec, seconded by Councilmember Kurak, to remove the alternative closest
to the river and note that the City's preferred alignment was parallel to the railroad tracks.

Further discussion: Councilmember Zimmerman stated that he agreed with the preferred route,
but felt it could be beneficial to leave the other options on the map. Councilmember Hendriksen
felt that the City should be focusing on the preferred route as early as possible in the process.
Mayor Gamec stated that the most southerly option would have to many environmental issues.
Councilmember Hendriksen noted that the southerly route would also go through Mississippi
West Park. He stated that he felt that there should be some discussion regarding the access to
Alpine Drive. Mayor Gamec explained that Elk River has made a request that the extension of
169 should go north could possibly at Jarvis Street, but none of that is being reviewed at this
time. Councilmember Hendriksen stated that the City should fight for an access at Alpine Drive
being that it is a main collector street in the City of Ramsey.

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Anderson,
Hendriksen, and Zimmerman. Voting No: None.

Public Works Committee/March 19, 2002
