Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to direct staff to <br />voice opposition to Jarvis Street intersection and recommend that Alpine Drive be a full access <br />interchange. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Hendriksen, Kurak, <br />Anderson, and Zimmerman. Voting No: None. <br /> <br />Councilmember Anderson expressed concern that the river bridge crossing study and the T.H. 10 <br />study are two different studies and yet they both significantly impact the City of Ramsey. <br /> <br />Councilmember Zimmerman inquired as to when the plan becomes final would it become part of <br />the Comprehensive Plan to allow for future planning. <br /> <br />Principal City Engineer Olson explained that the City will be able to use the plan to explain to <br />developers what will be happening in the future, but development cannot be stopped until <br />environmental impact statement is done indicating the exact alignment. Once the area is <br />officially mapped developers will be put on notice that anything they put into the property they <br />will not get back. <br /> <br />Case #7: Acquisition of Easements for Trail along Alpine Drive <br /> <br />Principal City Engineer Olson stated that as part of the development agreement with Centex it is <br />proposed to install an eight-foot bituminous trail along Alpine Drive from Roanoke Street to TH <br />47. This trail will be installed on the north side of Alpine Drive from Roanoke to Zuni street, <br />and then along the south side of the road from Zuni to TH 47. Adequate right-of-way exists <br />throughout the majority of this route, such that the trail can be placed without further <br />acquisitions. However, for a distance of 1185 feet west of Zuni Street, there is five feet or less <br />between the back of the curb and the southern right-of-way. Fifteen-foot permanent easement for <br />trail should be acquired along with an addition al ten feet of temporary easement to accommodate <br />the trail construction. Also, as part of the Centex plat (Highlands at River Park) the City has <br />negotiated to have an overflow constructed from a pond located south of Alpine Drive and <br />between Ute and Tonto Streets.
