Director of Public Works/Fire Chief Kapler replied that the minimum bond would be $2,000 and <br />then there would be additional charges for each driveway, or road crossing. <br /> <br />Councilmember Zimmerman inquired if those fees would be adequate to repair those driveways <br />or roads if they have to. <br /> <br />Director of Public Works/Fire Chief Kapler replied that if the Committee is uncomfortable with <br />the fees then they should probably be increased. <br /> <br />Councilmember Kurak stated that she was comfortable with the fees as proposed because if a <br />contractor were to mess up someone's driveway the contractor is going to be responsible. The <br />bond the City collects is to make sure that the contractor will come back to fix any damages. <br /> <br />Director of Public Works/Fire Chief Kapler suggested making the financial penalty such that <br />there would be no consideration to leave the job. <br /> <br />Councilmember Hendriksen suggested doing what the County does up to a certain threshold. <br /> <br />Councilmember Kurak stated that she felt a $10,000 bond would be more adequate and it would <br />not cost the contractor a significant amount of money. <br /> <br />Principal City Engineer Olson stated that there needed to be some kind of threshold for a <br />contractor that would come into the City to do a significant amount of work. He stated that he <br />would agree with the $10,000 bond with a limit of the amount of driveways that can be crossed. <br /> <br />Consensus of the Council was to amend the policy to include a linear limit for the bond <br />requirement, such as a $10,000 bond per mile, and combine boring with open trench and do a flat <br />bond fee. <br /> <br />Case #2: Consider Interim Private Street Policy <br /> <br />Principal City Engineer Olson stated that the purpose of the case was to give the Committee the <br />information that was requested at the last City Council meeting regarding the use of private <br />streets. On February 15, 2002, the Public Works recommended adoption of a policy that allowed <br />the use of private streets. It still required at least one main thoroughfare through the development <br />and limited the length of the private streets to 300 feet, but gave the developer the flexibility to <br />construct the streets 24-32 feet wide depending on the parking restrictions. Between February <br />15, 2002, and the action at the City Council meeting last week, staff felt that the length should be <br />more consistent with the public street policy and allow a 600 foot length with a cul-de-sac. This <br />provision was put in to give the developer some flexibility to provide some on site circulation <br />and improvement to the emergency vehicle access. There was some concern regarding the length <br />of a private street being extended to 600 feet with the addition of a cul-de-sac due to the <br />possibility that the policy could now allow a 600 foot cul-de-sac that was only 24 feet wide.
