Councilmember Menth referenced instances in the past when the contractor bids have come in <br /> higher and the residents were not alerted. He asked if that issue has been addressed as to whether <br /> the residents would be alerted if contractor bids are much higher than anticipated. <br /> City Engineer Westby replied that the Public Works Committee discussed that policy at its last <br /> meeting and the proposed policy changes to the assessment policy would be brought back to the <br /> Public Works Committee at its January meeting. <br /> Councilmember Riley stated that if assessments are being used for the project, that requires <br /> additional steps that cause additional cost. <br /> City Engineer Westby confirmed that to be true that the steps required for charging assessments <br /> create additional cost. <br /> Motion by Councilmember Kuzma, seconded by Councilmember Musgrove, to Adopt Resolution <br /> #19-264 Ordering Feasibility Report for Improvement Project #20-02, 2020 Overlay <br /> Improvements. <br /> Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Kuzma, Musgrove, Heinrich, <br /> Menth, Riley and Specht. Voting No: None. <br /> 7.05: Adopt Resolution#19-285 Ordering Feasibility Report for Improvement Project#20- <br /> 01, Variolite Street Reconstruction <br /> City Engineer Westby reviewed the staff report and recommendation to adopt Resolution#19-285 <br /> ordering a Feasibility Report for Improvement Project#20-01, Variolite Street Reconstruction. <br /> Councilmember Musgrove commented that she was under the impression that the City had road <br /> reconstruction funds that would be used on this project. <br /> City Engineer Westby explained that some of those funds were used for the two 2019 projects and <br /> those funds would be used on the overlay project which would not leave funds available for this <br /> project. <br /> Mayor LeTourneau asked and received confirmation that the remainder of those available funds <br /> will be used for the overlay project the Council just approved. <br /> City Engineer Westby confirmed that to be true and noted that this project would utilize MSA <br /> funds. <br /> Councilmember Musgrove asked for additional information on the feasibility report that is <br /> required. <br /> City Engineer Westby stated that there is typically value in preparing some form of a feasibility <br /> report.
