Residential standards for lot width and area. Both of these deviations are permissible if the <br />request to rezone this portion of the plat to PUD is approved. The townhouse units in the TC-4a <br />portion of the plat meet the requirements of that zoning district. <br /> <br />Open Space. For PUDs, City Code requires a minimum of 20% public open space and/or 50% <br />private open space. Private open space may include yard space, street boulevards, and other <br />private common areas. The currently R-2 portion of the plat is 32.12 acres in size, which results <br />in a need for 16.06 acres of open space (it should be noted tl~at this calculation includes the 1st <br />and 2nd Additions of Town Center Gardens). The preliminary plat is showing 15.28 acres (62%) <br />of private open space. The plat also includes several small-scale gathering spaces: south of Street <br />B on 116, on the southern edge of the wetland along 147th Lane, and at the comer of 149th Ave <br />and Ramsey Blvd. It should be noted that there are no specific open space requirements for the <br />TC-4a portion of the plat. <br /> <br />Streets. The preliminary plat proposes a combination of public and private streets. Temporary <br />cul-de-sacs will need to be provided on 147th Lane (unless constructed concUrrently with Town' <br />Center 8th Addition to the west), 148th Avenue, and Street B. <br /> <br />The approved Master Plan for the Town Center shows Town Center Drive being extended <br />between the Subject Property and the Town Center property to the west. City plans show Town <br />Center Drive to connect to Variolite Street at Alpine Drive, generally through the Subject <br />t'roperty, south of Alpine Drive. This street alignment will need to be coordinated between this <br />development and Ramsey Town Center 8th Addition to the west. Because this issue has not yet <br />been resolved, the applicant is showing an outlot in the northwestern portion of the plat. <br /> <br />The proposed developed is meeting the remainder of the public and private street standards, off- <br />street parking, and townhouse size standards established in City Code. <br /> <br />A traffic generation analysis was conducted for the entire site when the 1st Addition of Town <br />Center Gardens was platted. Staff has reviewed this analysis and has determined that no changes <br />are required as a result of this phase. <br /> <br />Landscaping/Tree Preservation. Using the canopy cover formula, the minimum required canopy <br />cover/'or the site is 242,648 square feet. A combination of deciduous and coniferous.overstory treesj <br />ornamental trees, and shrubs are included in this plan totaling 260,909'square feet. A tree <br />preservation plan was submitted for the overall site as part of the first phase of Town Center <br />Gardens. The trees that were slated for preservation remain intact and will not be affected by this <br />phase of the development. The landscaping plan has been revised and is acceptable. <br /> <br />j~_levations. The site plan is proposing 6 different unit types: craftsman-style 8-plex <br />condominiums (E), two-story 8-plex townhomes (D), three-story 8-plex townhomes (B), two <br />styles of two-story 6-plex rowhouse townhomes (A and C), and single,family. Allowable exterior <br />treatn~ents include brick, wood, and vinyl siding. <br /> <br />None of the proposed townhouse units meet the brick requirements in the R-2 District and Town <br />(;enter Development Guidelines. The R-2 District, however, does allow this requirement to be <br />waived if certain color and/or architectural elements are added. The proposed units do show <br />additional color and architectural elements, meeting the R-2 requirements. The Planning <br /> <br /> <br />
