Preliminary Plat and Site Plan Review: Town Center Gardens 3rd Addition <br />February 25, 2005 <br />Revixed: March 3I, 2005, April 8, 2005 <br />Page 6 of 8 <br />Off-Street Parking Requirements: For the townhome portion of the plat, a minimum of 2 off- <br />street parking spaces are required for each unit. This equates to a total of 306 parking.spaces. The <br />proposed townhome units include a one- or two-stall garage and driveway that-will be 25 feet in' <br />length. The proposed garage and driveways provide a minimum of 306 Parking spaces (at least <br />one garage space + one driveway space/unit). The site plan also shows 14 guest parking spaces <br />contained in parking nodes, for a total of 320 parking spaces. All of the parking nodes are located <br />within private roads. <br /> <br />Maxi~num Driveway Width: The maximum driveway width permitted for each unit is 20-feet, <br />The proposed development meets this requirement. <br /> <br />Park Dedication: The Park Commission reviewed the plat at their March 10, 2004 meeting and <br />recommended that a cash payment satisfy park dedication requirements for the plat. <br /> <br />Sidewalks: City policy requires the installation of sidewalks, along both sides of all non cul-de- <br />sac public streets. Sidewalks are shown on both sides of all public streets with the exception of <br />the East-West street through Lots 6 and 7. Trails are shown throughout this portion of the plat, <br />connecting this area to the' remainder of the plat and the Town Center south of Bunker Lake <br />Blvd. <br /> <br />Trail Development and Trail Fees: Staff is recommending that a trail be constructed on the <br />northern boundary of the plat (149th Ave NW) and the eastern boundary of the plat (Ramsey <br />Blvd). Staff will also recommend that the trail be connected at 149th Ave and Ramsey Blvd. trail <br />It should be noted that the Trail fee in effect at the time of final plat approval is what will be <br />charged. <br /> <br />During sketch plan review, the City Council asked that a trail be installed along the southern <br />edge of' the wetland, connecting up to Street B. This trail should be shown on the revised.site <br />plan and preliminary plat. <br /> <br />Open Space: For PUDs, City Code requires a minimum of 20% public open space and/or 50% <br />private open space. Private open space may include yard space, street, boulevards, and other <br />private common areas. The currently R-2 portion of the plat is 32.12 acres in size, which results <br />in a aced for 16.16 acres of private open space (it should be noted that this calculation'includes <br />the lst and 2~d Additions of Town Center Gardens). The preliminary plat is showing 15.28 acres <br />(62%) of private open space. The plat also includes several small-scale gathering spaces: south of <br />Street }3 on 11(5, on the southern edge of the wetland along 147th Lane, and at the corner of 149th <br />Ave and Ramsey Blvd. It should be noted that there are no specific open space requirements for <br />the TC-4a portion of the plat. <br /> <br />Stonnwater Management Fee: The City has enacted a stormwater management fee; the <br />payment of this fee will be required prior to recording the plat. <br /> <br /> <br />
