CASE #

REPORT FROM PUBLIC WORKS
By: Public Works Staff

Background:

The Public Works Committee met on Tuesday, March 8, 2005 and discussed the following
eight cases:

/7

CITIZEN INPUT
None

CASE#1 Receive Feasibility Study for St. Francis Blvd. Frontage Road
Improvement Project 05-24

Background:

During the summer of 2004 the City received a petition signed by all three residents
fi'onting on the fi'ontage road along TH 47 requesting the paving of the frontage road along
TH 47 south of 160th Lane. The City Council directed that a feasibility study be prepared
on August 10, 2004. The feasibility study proposes improvements that include grading and
paving the roadway to a width of 32 feet with the easternmost eight feet of this section
being striped for use as a trail for pedestrian and non-motorized traffic. In order to confine
thc widened roadway to the 45-foot right-of-way reserved for the City, it will be necessary
to install a bituminous berm curb along the western edge of the pavement. This will also
preserve the landscaped hedgerows of trees and shrubs, which would otherwise need to be
removed to accommodate a ditch section. The southern terminus of the roadway shall be
provided with a 70-foot diameter cul-de-sac, which is approximately 10 feet wider than the
existing dirt cul-de-sac. The total cost of the work is estimated to be $46,011. The
cstimatcd cost of the trail is $7,863, which is to be financed through the City's trail fund.
The remaining costs are proposed to be financed in the amount of $19,075 from the City's
general fired and a similar amount to be financed through special assessments to the
benefited property owners. An estimated assessment of $6,358 would be incurred by each
of the three property owners. Staff will contact the residents after Council ratification of
this action.

Motion to recommend that the City Council accept the feasibility study for St. Francis
Blvd Frontage Road Improvement Project 05-24 and set a date for the public hearing, and
to off'er a lock on the cost of the assessments to the residents.
