,loanne Olson et~ LSA Design presented the Parking Plan to the Council. She explained the nine <br />areas in the Parking Plan match the legal agreement of the Parking Maintenance Agreement. <br />ri'his plan provides a good base and will change as users come forward with official plans. <br /> <br />Councihncmber Elvig stated regarding earlier comments about the cost of infrastructure during <br />the discussion of assessments for road maintenance, agreements like the Parking Maintenance <br />Agreement require the developer to pay for costs through assessments. He questioned if there is <br />an agreement with Shingobee to require them to buy into the parking structure in Area No. 1 if <br />they cannot match their parking needs. <br /> <br />Community Development Director Trudgeon replied that was discussed, and there was a concern <br />about an overabundance of parking structures. When developments come before the City there <br />may need to be some additional input of dollars to assist in the maintenance dollars. <br /> <br />(~ouncilmcmber Elvig inquired if a secondary ring should be defined for this type of <br />consideration with the parking ramp. He noted at first they were perturbed to see a lot of surface <br />parking when they arc trying to grow in and up, but they are now saying there may be some <br />parking deficiencies. A retailer would likely prefer a retail building to a lot and may want to <br />utilize thc ramp, which would assist in spreading the cost out. <br /> <br />Ms. Olson noted there may be a parking deficiency in the east area as well. <br /> <br />Mayor (iamcc noted the concern would be to limit the parking for the core businesses. <br /> <br />(iouncihncmbcr Strommen asked what the timeframe is for reviewing this. <br /> <br />Community Development Director Trudgeon replied they will want to revisit this on a regular <br />basis. Regarding Counciimember Elvig's concerns, they need to move ahead and focus on that <br />and w~'ap that into whether it is a zone or whether the uses should be identified. If the Council is <br />comR)rtable with this plan they should proceed and continue to work on the plan, continually <br />taking into account the areas to the west and the east. He noted this plan does not allocate shared <br />parking with the cinema, and the deficit may not be as bad as it appears. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to approve Resolution <br />#05-03-074 approving thc parking plan for the Ramsey Town Center Core area. <br /> <br />Motion tan'ted. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Olson, Pearson, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #8: Request for Preliminary Site Plan Review for Ramsey Municipal Parking <br /> <br />Community Development Director Trudgeon reviewed that the City of Ramsey is proposing to <br />develop at four-story, 800 stall parking structure in the core of the Ramsey Town Center. The <br />parking structure is proposed to be built in two phases. The first phase will occur in 2005 and <br />construct 590 stalls.
