The parking <br />structure will serve the parking needs for the Town Center core, the adjacent Ramsey Municipal <br />Center, and present and future transit services. The structure will be located on Civic Center <br />Drive with an access fi'om Sunwood Drive. <br /> <br />C(m~munity Development Director Trudgeon indicated staff took a hard look at the budget and <br />thc design el' the building to make sure it was a quality building while not exceeding the <br />prelim inary budget. In order to do that, staff is proposing to reduce the amount of finishing along <br />thc lower portion of the north elevation (Sunwood Drive) due to the fact that it will eventually be <br />covered by thc retail building. Staff is also proposing a more basic design along the western <br />elevation since this facade will need to be removed as part of the second phase expansion to the <br />west. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to approve the preliminary <br />site plan Ibr the Ramsey Municipal Parking Facility contingent upon compliance with City Staff <br />Review l.etter dated March 4, 2005 and the platting of the Subject Property. <br /> <br />Motion carried. Absent: CouncilmemberJeffrey. <br /> <br />Case #10: Report from Personnel Committee <br /> <br />Mayor (;amcc indicated the item on the Personnel Committee agenda has been tabled. <br /> <br />Case #10A: Report frmn Public Works <br /> <br />1) Review Street Maintenance Program Projected Future Costs <br /> <br />Assistant ?ublic Works Director Olson noted this item was discussed earlier in the agenda. The <br />City's current annual budget is $300,000. Although the City's share of this program averages <br />approximately $243,000 annually over the next six years, the projected expenditures for 2006 <br />and 2007 arc roughly $100,000 higher than this average. It was discussed at the Public Works <br />meeting to try to look at the next 15 years or so and determine what they would need to gradually <br />increase that maintenance requirement or fund to get over the hump of the construction activity <br />that occurred in the 1975 to 1990 era. There was also a lot of discussion about what happens at <br />year 38 al~tcr there have been two sealcoats, an overlay, and two more sealcoats. This may be <br />getting to thc point where reconstruction is needed, instead of just another overlay. There was <br />also discussion that the Master Development Agreement with Ramsey Town Center does not <br />include escrow funds for the first sealcoating of streets within the development. Staff was <br />directed to detcrmine the cost of these sealcoating requirements. Staff has done some work on <br />that and will bring it back to a future Public Works meeting.
