The parking structure will serve the parking needs for the Town Center core, the adjacent Ramsey Municipal Center, and present and future transit services. The structure will be located on Civic Center Drive with an access fi'om Sunwood Drive. C(m~munity Development Director Trudgeon indicated staff took a hard look at the budget and thc design el' the building to make sure it was a quality building while not exceeding the prelim inary budget. In order to do that, staff is proposing to reduce the amount of finishing along thc lower portion of the north elevation (Sunwood Drive) due to the fact that it will eventually be covered by thc retail building. Staff is also proposing a more basic design along the western elevation since this facade will need to be removed as part of the second phase expansion to the west. Motion by Councilmember Cook, seconded by Councilmember Elvig, to approve the preliminary site plan Ibr the Ramsey Municipal Parking Facility contingent upon compliance with City Staff Review l.etter dated March 4, 2005 and the platting of the Subject Property. Case #10A: Report frmn Public Works 1) Review Street Maintenance Program Projected Future Costs Assistant ?ublic Works Director Olson noted this item was discussed earlier in the agenda. The City's current annual budget is $300,000. Although the City's share of this program averages approximately $243,000 annually over the next six years, the projected expenditures for 2006 and 2007 arc roughly $100,000 higher than this average. It was discussed at the Public Works meeting to try to look at the next 15 years or so and determine what they would need to gradually increase that maintenance requirement or fund to get over the hump of the construction activity that occurred in the 1975 to 1990 era. There was also a lot of discussion about what happens at year 38 al~tcr there have been two sealcoats, an overlay, and two more sealcoats. This may be getting to thc point where reconstruction is needed, instead of just another overlay. There was also discussion that the Master Development Agreement with Ramsey Town Center does not include escrow funds for the first sealcoating of streets within the development. Staff was directed to detcrmine the cost of these sealcoating requirements. Staff has done some work on that and will bring it back to a future Public Works meeting.
