Councihnembcr Elvig noted most of the roads in Ramsey were built 17 years ago and they are <br />seeing quite a spike now to maintain those roads. This, in addition to LGA losses, puts them <br />behind in funding. This spike goes down considerably over the next couple of years. The <br />suggcsti(m of thc Public Works Committee was to start a fund to manage these peaks and valleys <br />in thc l'uturc. <br /> <br />Motion by Councihnembcr Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee in Case No. 1 and to direct staff to determine <br />thc cost o1' thc scalcoating requirements for Ramsey Town Center, and direct staff to involve the <br />lqnance I)ircctor in discussions for setting up a street maintenance fund. <br /> <br />Irurthcr discussion: Councilmember Strommen inquired if the Public Works Committee <br />discussed where the funding for a street maintenance fund would come from. Councilmember <br />I';lvig replied there are development funds coming in now and there may be funds left over at the <br />end el~ thc year. Beyond that the thought was just for staff to start looking into starting the fund. <br />Councihnember Olson noted one option is to increase the budgeted amount from the general tax <br />dollars, which was one reason for staff to work with the Finance Director. Councilmember <br />Strommcn indicated this should dovetail with the Finance Committee. The Park Maintenance <br />Fund was also just set up and she would not want to start robbing one fund to pay another fund. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Olson, Pearson, and <br />Strommcn. Voting No: None. Absent: CouncilmemberJeffrey. <br /> <br />2) Update on Removal of Hump on TH 47 <br /> <br />Assistant Public Works Director Olson indicated on February 11, 2005, staff met with MnDOT <br />and received an npdate on the plans to modify the profile of TH 47 south of 167th Avenue. <br />Mnl)OT indicated they would be able to remove about two feet of the hump and stay within the <br />existing confines of thc right-of-way. In the future they may be able to work with the owner of <br />thc pumpkin patch to even further correct this issue. With the current plan there would still be a <br />hump there, but the top of a car would be able to be seen, allowing for a longer reaction time. <br />Mnl)OT would finance the improvements. The recommendation of the Public Works <br />Corem ittee was that the City Council authorize staff to continue to work with MnDOT to modify <br />thc profile at TI 1 47. <br /> <br />3) IJpdatc on TH 10/Feldspar Median Closure <br /> <br />Assistant I>ublic Works Director Olson explained staff met with MnDOT on February 11, 2005, <br />and received an update on the status of the TH 10/Feldspar median closure. MnDOT is planning <br />to overlay TIt 10 and has proposed closing several median crossings. Notifications were sent to <br />thc businesses and a meeting was held to hear concerns. There was significant discussion during <br />lhe meeting. It was the general consensus of the Public Works Committee that a ~A median <br />remain ()pen. MnDOT has indicated they would be willing to do a ~A access median, but they <br />want to close the access directly to the west. A revised plan has been received. Since the plan is <br />diI'fercnt than when the meeting was held, it is recommended that a new meeting be scheduled to <br /> <br />City Council/March 8, 2005 <br /> Page 16 of 18 <br /> <br /> <br />
