Voting No: None. <br />7.02: Adopt Resolution #20-037 Ordering Feasibility Report for Amended 2020 Mill and <br />Overlay Improvements, Improvement Project #20-02A <br />City Engineer Westby reviewed the staff report and recommendation to adopt Resolution #20- <br />037 ordering feasibility report for amended 2020 mill and overlay improvements, Improvement <br />Project #20-02A. <br />Councilmember Specht asked for details on how the project would be funded. <br />City Engineer Westby stated that per the special assessment policy, up to 25 percent of the cost <br />for a mill and overlay would be assessed and therefore the City would follow that process. <br />Motion by Councilmember Musgrove, seconded by Councilmember Heinrich, to Adopt <br />Resolution #20-037 Ordering Feasibility Report for Improvement Project #20-02A, Amended <br />2020 Overlay Improvements. <br />Further discussion: Councilmember Heinrich expressed appreciation that the City is analyzing <br />the most cost-effective manner to repair the roads. Mayor LeTourneau stated that it appears that <br />the City has moved to the most cost-effective project with the available funding. He asked what <br />would happen with the other three projects that will not be completed. City Engineer Westby <br />stated that the next case is proposing to reallocate funds in order to gather additional data and <br />advised that staff will complete an update to the CIP. He confirmed that the roads that will not <br />be mill and overlaid this year have life left and will continue to be patched until the time a <br />reconstruction would be completed. <br />Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Musgrove, Heinrich, <br />Kuzma, Menth, Riley, and Specht. Voting No: None. <br />7.03: Adopt Resolution #20-038 Indefinitely Suspending Annual Sealcoat Program and <br />Reallocating Budgeted 2020 Sealcoat Funds <br />City Engineer Westby reviewed the staff report and recommendation that the City's sealcoat <br />program be indefinitely suspended to allow staff to further study the causes of pavement <br />stripping in Ramsey and in other northern tier cities, to determine if reasonable alternatives to <br />sealcoating exist, and to verify how to most cost-effectively repair pavement sections damaged <br />by pavement stripping. Staff also recommends that the 2020 sealcoat budget be reallocated as <br />follows: <br />• $150,000 for crack seal improvements in 2020 <br />• $250,000 for 2020 mill and overlay improvements in Business Park 95 <br />• $75,000 for collection of ground penetrating radar data on numerous city streets <br />• $25,000 for additional spray patching in 2020 <br />City Council / February 24, 2020 <br />Page 5 of 9 <br />
