Councilmember Musgrove asked for details on the proposed funds for ground penetrating radar <br />(GPR) data. <br />City Engineer Westby stated that in 2017 the City collected GPR data for about 30 miles of <br />roads, which has been helpful in determining how to move forward in those few years. He stated <br />that as the issues with the construction of the roads continues to be an issue; this data is helpful <br />in formulating an appropriate plan for improvement of the roads. He explained that the City <br />contracts with a company that comes out to collect the data. He stated that the readings are <br />provided every foot of roadway in order to provide useful data on the road sections. <br />Councilmember Musgrove asked if $75,000 would be sufficient for that activity. <br />City Engineer Westby stated that $75,000 will not be enough to collect data on all of the roads in <br />the city but would provide a sufficient amount of data to assist in planning for future road <br />improvements. <br />Councilmember Musgrove stated that this plan makes sense and it will be helpful to have more <br />accurate data for its continued discussion on road funding. <br />Councilmember Riley stated that the Public Works Committee discussed this case. He <br />acknowledged that it may not seem right to discontinue a road improvement program, but there <br />is a problem with sealcoating and therefore it does not make sense to spend money making the <br />roads worse. He stated that he also agrees with the reallocation of funds as proposed. <br />Motion by Councilmember Riley, seconded by Councilmember Musgrove, to Adopt Resolution <br />#20-038 Indefinitely Suspending Annual Sealcoat Program and Reallocating Budgeted 2020 <br />Sealcoat Funds. <br />Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Riley, Musgrove, Heinrich, <br />Kuzma, Menth, and Specht. Voting No: None. <br />7.04: Adopt Resolution #20-039 Approving Preliminary Cost Share Framework for <br />Improvement Project #20-04: Development Initiated Puma Street Extension Project <br />Deputy City Administrator Gladhill reviewed the staff report and recommendation from the <br />Public Works Committee to approve the Preliminary Cost Share Framework for Improvement <br />Project #20-04: Development Initiated Puma Street Extension Project. Additionally, the Public <br />Works Committee inquired if the two developers would agree to pay for their share of the project <br />costs up front rather than being assessed. Capstone has responded that they prefer to be assessed <br />but would further evaluate once final numbers are available. Paxmar has responded that they <br />would not support an up -front payment regardless of the amount. With that in mind, the <br />assessment process will be required in order to move this project forward as presented. <br />Motion by Councilmember Kuzma, seconded by Councilmember Specht, to Adopt Resolution <br />#20-039 Approving Preliminary Cost Share Framework for Improvement Project #20-04: <br />Development Initiated Puma Street Extension. <br />City Council / February 24, 2020 <br />Page 6 of 9 <br />
