Chairpers(m Nixt indicated he does not know if it should be rezoned to commercial or not, but <br />Pultc ! lomcs needs to work through the transportation challenges. He stated he does not want to <br />sec commercial traffic coming through a residential area. He indicated the applicant needs to <br />anticipate how that area will be laid out and how it will relate to the master plan. <br /> <br />Mr. I~eper agreed they need to look at that area further. He stated this is a relatively new idea, <br />and hc believes going through the process they would plat that as an outlet for the time being. <br /> <br />Chairperson Nixt stated if they are going to rezone it from residential to commercial they should <br />at least sec how it will be developed. He noted there is a reference in the Staff report to a <br />concept plan, however the Planning Commission has not seen that, and he asked if they could. <br /> <br />Associate Planner Wald indicated Staff can provide the Planning Commission with a draft copy. <br />She noted that the City Council authorized and initiated the master planning project, and will be <br />discussing it at a future work session. <br /> <br />Chairperson 'Nixt asked if the Pulte development is leading the master development plan, or vice <br /> <br />versa. <br /> <br />Associate I'lanner Wald indicated the City Council saw a need to plan around the Town Center, <br />and Pultc ltomes just happens to be part of that. <br /> <br />Chairperson Nixt stated there are a number of things happening. He indicated there is the current <br />×oning, and the master concept plan that is broader in scope than the sketch plan but influences <br />thc sketch plan and different zoning. He stated as they review this plan he does not know what to <br />think is acceptable. <br /> <br />Associate Planner Wald noted that the Pulte Homes plan is complying with the draft master <br />plalming concept plan. <br /> <br />Chairperson Nixt asked if the master plan is dealing mostly with transportation or more <br />development issues. <br /> <br />Associate Planner Wald stated it is dealing with transportation and land use. She indicated it is <br />looking at if they put in commercial, where it should be, and what type of residential should be <br />located around the commercial development. <br /> <br />Chairperson Nixt stated that apartments in the area seem appropriate because it is already zoned <br />R-3. f lc indicated he believes that is an appropriate use for the area, and they need more quality <br />units in the city. lie asked for a review of the village row houses and the court house units. He <br />stated he is not really enamored with the layout, as it looks like warehousing of people. <br /> <br />Mt'. l,cpcr indicated one challenge has been density. He stated they have been trying to achieve <br />density ti'om thc area with a quality product, which is how the apartments came about.
