He stated the current Council is interested in <br />i~chJdi~g all age groups in planning recreation. <br /> <br />Chairperson Johns thought they might want to also consider a picnic area off the trail or green <br />spaco within tiao development and not only a tot lot. <br /> <br />Case #6: Update to Performance Standards for Trails <br /> <br />Civil I2ngineer II Linton stated the construction of sidewalks and trails at the time of <br />development has been a priority for several years. The requirements have been expanded in <br />rccom years to include requiring extension of trails along existing fight-of-ways to connect to <br />ex/sting trails or intersections. The proposed trail plans varied in level of detail and considerable <br />effort was often required to get developers to provide adequate plans. Staff recognized this and <br />fi~wardcd performance standards to the Public Works Committee in January 2005. The Public <br />Works Commi tree forwarded their recommendations to the full Council in February 2005. <br /> <br />Civil IS~gineer II Linton noted they are recommending putting trails along both sides of MSA, <br />State and County roads. Trails that are adjacent to the development shall be placed in a 14 foot <br />wide trail easement inside the property line. Trails outside the development shall be placed with <br />thc cdge of pavement two feet inside the fight-of-way. Sidewalks will be required on both sides <br />o1' main arterial roads in medium and high density developments. Trail shall be constructed <br />within two foot of the property line where feasible and within two feet of the fight-of-way line <br />where il is not feasible to be inside the property line. <br /> <br />Commissioner Olds wondered if there would be any instance where the trail would not be paved. <br /> <br />Civil Engineer [[ Linton did not think this was envisioned. Everything would be paved. <br /> <br />Chairpcrson Johns asked if they needed to indicate standards for curb cuts going onto streets. <br /> <br />Civil Engineer 1I Linton stated this was pretty standard. <br /> <br />I'arks/Utilitios Supervisor Riverblood stated they have an obligation to make sure all new trails <br />meet AI)A standards. <br /> <br />Commissioner LaMere asked if they had an opportunity to catch up and find where they need to <br />change curb cuts to meet the new standard. <br /> <br />Parks/Utilities Supervisor Riverblood stated they are working on this and have found fourteen <br />areas where thcy do not meet ADA standards and added to the Master Trail Plan and they plan on <br />addressing these issues and changing a few each year by bidding them out. <br /> <br />Park and Recreation Commission/March 10, 2005 <br /> Page 8 of 11 <br /> <br /> <br />
