<br />received from adjacent residents/businesses and how staff has, or will, attempt to address those <br />comments/concern during the final design phase. <br /> <br />Councilmember Riley noted that he has heard the details of the case in depth as a member of the <br />Public Works Committee. He commended staff for the signs placed alerting to the project. He <br />referenced the comments made thus far and noted that once the plans are completed, it will make <br />sense for everyone. He stated that he is pleased to see a road project moving forward and noted <br />that the Council will need to focus on a future discussion related to road financing. He <br />referenced the topic of assessments and recognized that it was not cost effective to use <br />assessments in this project. He explained that the cost to go through the assessment process <br />would far outweigh the cost collected through assessment. He stated that the cost for sewer and <br />water is not a cost that current property owners would be encumbered by, but rather a cost to <br />future developers. <br /> <br />Councilmember Musgrove referenced comments that she received related to work that was <br />rd <br />previously done north of 163 with a culvert that did not seem to last, she was glad to see this <br />project moving forward. <br /> <br />City Engineer Westby stated that area of the road had been patched a few times, but the work <br />had not held because of groundwater levels. He explained that staff would propose to add drain <br />tile in that area to help prevent the groundwater from degrading the pavement. <br /> <br />Councilmember Kuzma stated that he is glad to see that this road would be fixed as it is in poor <br />condition. <br /> <br />Motion by Councilmember Kuzma, seconded by Councilmember Musgrove, to Adopt <br />Resolution #20-071 Accepting Feasibility Report and Ordering Plans and Specifications for <br />Improvement Project #20-01, Variolite Street Reconstruction. <br /> <br />Further discussion: Mayor LeTourneau referenced emails received from residents and stated that <br />it appears that staff has worked cooperatively with those email authors in an attempt to address <br />their concerns. He welcomed any of those members of the public attending virtually the <br />st <br />opportunity to share their comments. Gene Cherrico, 161 and Variolite, stated that the road <br />needs to be replaced and agrees with that fact. He commented that he sees the truck traffic and <br />issues with speed from his home. He believed that lowering the speed limit to 40 mph would be <br />a great help. He explained that often people making a righthand turn at the corner where his <br />property is, come onto his property because of the tight space between the median and his <br />property. He was concerned with how the widening of the road could impede on his property <br />and his trees and irrigation system. He encouraged staff to make the turn near his property to <br />learn more about what he explained. City Engineer Westby confirmed that staff will be <br />reviewing the turn radiuses in that area and will continue to work with the resident, and other <br />residents, to find a good solution through the final design process. Mr. Cherrico provided <br />comments related to a passing lane at Uranimite and the likelihood that traffic would increase <br />speeds in that area. City Engineer Westby stated that a benefit of the turn lane would be to allow <br />people to turn left and allow regular traffic to remain in the through lane rather than attempting <br />to use the shoulder or bike lane.
