Case #2: <br /> <br />Public Hearing on Improvement Project #05-23 Ebony Street and Utility <br />Improvements between 137th Avenue and Riverdale Drive <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:12 p.m. in order to <br />conduct a public hearing. <br /> <br />Public ltearing <br /> <br />Mayor Gamec called the public hearing to order at 7:12 p.m. <br /> <br />Presentation <br /> <br />City Engineer Jankowski advised that three property owners had petitioned the City in 2004 for <br />the extension of sewer and water utilities along a segment of Ebony Street between 137th Avenue <br />and Riverdale Drive. In addition to the petitioned sewer and water improvements, Staff <br />reco~nmended several improvements, which should be undertaken in conjunction with this work. <br />These improvements include looping the watermain between 137th Avenue and Riverdale Drive <br />to improve fire flow capabilities and water system reliability, narrowing the roadway which is <br />excessively wide, providing a bituminous overlay on the street because of the poor condition of <br />thc pavement, and adding concrete curb and gutter to the roadway since all surrounding streets <br />have concrete curb and gutter. The Public Works Committee and City Council recommend <br />sidewalk on one side of the street and that is included in the project. <br /> <br />City I.;ngineer Jankowski noted the feasibility report, schedule, financing and feasibility study. <br />He advised that this information has been sent to all property owners involved and they were <br />advised of the public hearing tonight. The total project cost is approximately $150,000 and about <br />one-half will be funded from special assessments. The other remaining portion will be funded <br />fi'om thc Sewer and Water Trunk Fund. The City Trail Fund will fund the sidewalk and the City <br />General Fund will fund the concrete curb and gutter improvements. <br /> <br />Citizen Input <br /> <br />Vincent Clemens, 6741 - 137th Avenue NW, stated he lives on the comer of Ebony and this <br />project is a long time in coming. He stated he hopes the project will be approved. <br /> <br />Mayor Gamec asked Mr. Clemens if he is interested in subdividing his lot. <br /> <br />Mr~ Clements answered in the affirmative. <br /> <br />Mike Anderson, Super Bowl, Parcel F, stated he is not in favor of the proposal because he is <br />being assessed for something that he believes is of no benefit to Super Bowl. He stated it may <br />aclually be a detriment because Parcel G is zoned commercially and may be rezoned into <br />residential. He stated he is concerned a multi-family development will be constructed on Parcel <br />G which would not be a good use next to a commercial establishment with late night hours and <br />parking lot lights.
