Larry Henke, 14311 Ami. strong Boulevard, Ramsey, said he tried to be a cordial neighbor and <br />doesn't want a war between neighbors. He said that since Ramsey's ordinances are less than <br />adequate with regard to screening, this needs to be resolved as well as possible. He stated that <br />some of the neighbors discussed the situation and found that possibly the conditional use permit <br />for a larger garage is the best solution. Although, it should have conditions on it and they should <br />be enforceable. The neighbors drafted a petition, which he distributed to the Commission <br />members. Some of the conditions included: the garage must be constructed in a timely manner <br />and not to exceed the limit on the permit; all waste material must be in a required dumpster; <br />materials used and structure designs must be as described in his letter; the structure is for <br />personal use only in a residential area; not for business endeavors; building will be used to <br />eliminate the off street parking problem; any other outside storage would not be allowed. <br /> <br />Charles Lind, applicant, 14331 Armstrong Boulevard, explained his goal was to better the <br />property by making long-term solutions. He has had health and business problems that <br />prevented him from keeping up on his lawn work. He said he is now back on his feet and <br />cleaning up. He clarified that four cars belong to his fianc6e's son and will be moved out along <br />with the son. He said he does want to improve his property and feels the building would be a <br />benefit by helping their property fit in. <br /> <br />Char Weller, applicant, 14331 Armstrong Blvd, explained that her son is a rollerblader and the <br />structure that looks like a pile of pallets is a rollerblade structure that belongs to her son for his <br />use. She said she does not like having it on their property. She stated they do plan on putting the <br />vehicles in the new garage. She explained that old semis are difficult to sell and they need them <br />themselves. They are renovating the sprinkler system currently and have a landscaper <br />contracted. They have done a lot of work, but she noted there is a lot to do. She said they do <br />have the same goals as the neighbors. <br /> <br />Vice Chair Kociscak questioned what the semis are for. <br /> <br />Mr. Lind replied he is an over-the-road truck driver. He went out of business, but kept three <br />semis. He uses one for his current job. He kept another in the event he was hired for a job he <br />applied for and the other semi is just for using in the City. <br /> <br />Someone from the audience questioned why Mr. Lind had a large number of cars. <br /> <br />Mr. Lind responded that several are almost completed. They take them to car shows. <br /> <br />Commissioner Johnson questioned if the conditional use permit is approved and the building is <br />constructed, how much of what is outside could be stored inside. <br /> <br />Mr. Lind replied the building would house everything except the two cars they personally drive. <br />He said they have had the same number of cars over the past ten years overall. He explained he <br />sold his cabin and the boat had to be moved to his home.
