The property is currently zoned R-1 Rural Residential and a <br />rezoning to R-1 Urban Residential will be required in order to develop the property with single <br />family residential lots at urban standards. The property is not in the Metropolitan Urban Service <br />Area boundary and a comprehensive plan amendment is required in order for sanitary sewer and <br />municipal water to be extended into the area. A maximum of 3 units per acre are permitted in the <br />R-1 Urban Residential District. The gross density reflected in the sketch plan is 1.4 units per <br />acre. The 13 new urban lots would receive public access from the extension of 158~' Lane into <br />the plat from River Pines 2nd Addition to the west. Currently, 158th Lane dead ends on the west <br />boundary of the proposed plat and this is a public safety concern since the length of this dead end <br />is greater than 600 feet. Lithium Street N.W. would be extended north into the plat from Apple <br />Ridge to the south and then tie into 158th Lane. All of the lots meet the 10,800 square foot lot <br />area and 80 foot lot width requirements. The preliminary plat will be submitted to Mn/DOT for <br />review. It is expected that they will require dedication of the T.H. #47 right-of-way and access <br />rights. Trail development will be required along T.H. #47. Staff is requesting that the highway <br />right-of-way be expanded, similar to that in Apple Ridge to the south, to facilitate a trail and/or <br />service road parallel to T.H. #47. City Staff recommends sketch plan approval. <br /> <br />Commission Business <br /> <br />Chairperson Nixt commented that the sketch plan is deficient in some respects. He suggested <br />extending Lithium Street to the north. Also, whether or not the 2.5 acre homestead is part of the <br />plat is undetermined. <br /> <br />Mr. Peterson stated he is not opposed to returning to the Planning Commission for another <br />discussion of the sketch plan. Since there is no construction in the winter, his firm can present a <br />clean proposal at a later date. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Kociscak, to table Case #7 to the <br />October 4, 2001 meeting of the Planning Commission and Cases #5 and #6 should not be <br />forwarded to City Council until Case #7 is ready to go forward. <br /> <br />Motion Carried. Absent: Commissioners Johnson and Sweet. <br /> <br />PUBLIC HEARING/COMMISSION BUSINESS <br /> <br />Case #8: <br /> <br />Request to Rezone Property from B-1 Business and R-3U Residential to <br />Multiple Residential; Case of Lord of Life Church <br /> <br />Principal Planner Trudgeon stated the next four cases revolve around the Lord of Life Church. <br />He requested that the 2 public hearings for the Rezoning and Comprehensive Plan be addressed <br />simultaneously.
