Chairperson Nixt closed the regular portion of the Planning Commission meeting at 9:26 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 9:26 p.m. <br /> <br />Presentation <br /> <br />Principal Planner Trudgeon stated that the City received an application from Lord of Life Church <br />to rezone certain property located between Hwy. 47 and CSAH 5 (Nowthen Blvd.) from B-1 <br />Business and R-3U Residential to Multiple Residential. The rezoning would allow the applicant <br />to construct two 47-unit senior apartment buildings. <br /> <br />Citizen Input <br /> <br />Woody Nelson, representing Lord of Life Church, has been a resident of Ramsey for 54 years. <br />He said he was been a member of Lord of Life Church for 22 years. He noted that the children <br />are active in the church with Vacation Bible School and a latchkey program. There is a <br />preschool program run in their facility. Mr. Nelson stated he served as a co-chair of the first <br />building expansion. He relayed a message from the senior pastor, who, he stated, was sensitive <br />to the community and environmental issues. The message also noted that everything that will be <br />done on that campus will be done in fair, reasonable, and responsible way. Every reasonable <br />effort will be made to preserve existing trees. If privacy and safety continue to be concerns, they <br />will consider a fence or other barrier as determined by themselves and the community. <br /> <br />Jim Hanson, 14651 Fluorine St. NW, Ramsey, stated he was concerned about access roads, <br />which will create several issues for those living adjacent to this road. He stated it appears that <br />excess measures are being taken to try to loop the church property with the access road. He <br />didn't think this would serve the residents nor the church. His concern was with a two- <br />directional road that would run behind his property. There would be delivery, moving vans, etc. <br />and the headlights would be intrusive. He added that the proposed access on Sunwood would <br />provide a way for people to come to church events, and there could be residents driving through <br />there as well. He also raised concerns about possible lighting in the parking lots or street <br />lighting, which could be intrusive. He said he measured out the back of his property line and it <br />looks as though there will need to be some site preparation in order to construct a 20 foot wide <br />drive. He urged the Planning Commission to take into account that the trees cannot stay and <br />have a 20 foot drive. He brought up another issue of the transition between single family homes <br />and multi family homes. He stated that typically there are townhomes with less traffic, and then <br />a multi-family development that buffers a single family development. He suggested several <br />alternatives, with the first being to not allow the first phase of multi family units but proceed <br />with second phase first. Another option would be to not allow any trees to be cut down, and find <br />a barrier to keep noise away from single family homes.
