Absent: Commissioners Kociscak and Reeve. <br /> <br />The public hearing closed at 8:58 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 8:58 <br />p.m. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson to recommend that the City <br />Council adopt the resolution authorizing staff to submit the Comprehensive Plan Amendment to <br />Metropolitan Council. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Sweet, and <br />Watson. Voting No: None. Absent: Commissioners Kociscak and Reeve. <br /> <br />PLANNING COMMISSION BUSINESS <br /> <br />Case #6: <br /> <br />Request for a Sketch Plan Review of Birch Hill Lodges; Case of Orrin <br />Thompson Homes <br /> <br />Presentation <br /> <br />Community Development Assistant Wald stated that Orrin Thompson Homes has applied for <br />sketch plan review of a townhome development that will facilitate 84 townhomes. The property <br />is approximately 14.08 acres in size. The sketch plan shows a gross density of 6 units per acre. <br />Staff is requesting the additional information from the applicant to determine the net density for <br />the project area. The proposed townhome structures consist of eight, ten, and twelve unit <br />structure ranging in size from 8,900 square feet, 10,600 square feet, and 12,512 square feet, <br />respectively. The sketch plan is proposing a public street (Cobalt Street) through the <br />development that will connect to a private street located on the Lord of Life property. The site <br />plan is proposing private streets from the townhouse structures to the public street. <br /> <br />Community Development Assistant Wald commented that after the agendas were run, a <br />preliminary landscape plan was received. She also noted that the City is not committing to any <br />density at this point. <br /> <br />Mr. Lepper of Orrin Thompson stated that the plan was revised from the original plan that Mr. <br />Hutchison saw. He believed Mr. Hutchison's concern was addressed via the new plan. He added <br />that there will be a buffer on the west. There will be a 200-foot buffer to the west of their lot. <br /> <br />Commissioner Johnson asked if Mr. Lepper has seen the Staff Review letter of November 2. <br /> <br />Planning Commission/November 5, 2001 <br /> Page 15 of 20 <br /> <br /> <br />
