Transit station <br />Co[lector Street system designed to accommodate intermodal bus and circulator <br />bus service. <br />Pedestrian paths. <br /> <br />2. The City Council approved the Ramsey Town Center Parking Feasibility Study <br /> dated February 22, 2005 authorizing the construction of two public parking ramps <br /> at a total cost of $17,260,000, of which funds were included for up to 400 park <br /> and ride stalls plus expansion capabilities within the building structural system to <br /> accommodate an additional 400 to 500 stalls. <br />3. The City of Ramsey executed an Amendment Developers Agreement with <br /> Ramsey Town Center, LLC, for the purpose of establishing a long term <br /> Operations and Maintenance fund for the two parking ramps. Additionally, the <br /> City prepared a "Shared Parking Plan" for Ramsey Town Center that sets out - <br /> parameters for off-peak parking stalls being available for park and ride use as the <br /> project develops. <br />4. The City has completed a Transit Circulator Study for Ramsey Town Center that <br /> indicates routes and preliminary schedules for a-circulator bus to pick up and <br /> deliver patrons to the Ramsey Town Center Station. This service will be paid for <br /> with a combination of city and developer funds. <br />5. The City has executed a Final Design Contract for the first parking ramp <br /> immediately adjacent to the proposed station location which includes up to 350 <br /> park and ride stalls, vertical circulation elevators and skyway supports for the <br /> future elevated connection to the commuter rail station. <br />6. The City has also successfully secured funds from Met Council as a Livable <br /> Communities Grant as well as earmark funds from MnDOT for park and ride <br /> development. <br /> <br />The City of Ramsey and Ramsey Town Center are at a critical stage in the continued~ <br />development of the Ramsey Town Center, a 327 acre Transit Oriented Development <br />located directly on the Northstar Commuter Rail line. Effective marketing of the project <br />is being impacted by the fact that Ramsey Town Center is not a designated stop. <br /> <br />City of Ra~nsey Request to NCDA <br /> <br />The City formally requests that the NCDA take action to include the Ramsey <br />Town Center station as a designated stop for the Northstar Commuter Rail <br />project. <br />The City requests, that if at any time in the future, additional federal or state funds <br />become available, that they be reimbursed for project related costs including land <br />acquisition, park and ride stalls and specific station area improvements at a rate <br />mutually agreed to by the NCDA and the City. (If the Ramsey Station was <br />included in the project and the project has a "recommended" status from the FTA, <br />this assurance could be granted by a "Letter of No Prejudice". As neither of these <br />conditions is in place, the City requests that they enter into an Agreement with the <br />NCDA to provide similar protections in the event of future funding.) <br /> <br />-71- <br /> <br /> <br />
