Case #8: Creation of Tower Overlay District <br /> <br />Community Development Director Frolik stated that on December 19, 2000, the City Council <br />adopted an ordinance to amend the City's commercial tower regulations. Among other things <br />the amendment restricted construction of commercial towers on residential property to parcels at <br />least ten acres in size that are located in an area to be identified as a Tower Overlay District. The <br />Tower Overlay District roughly conforms to the Rural Preserve Area identified in the draft <br />Comprehensive Plan. Staff, with Planning Commission input, has modified boundaries to more <br />closely follow quarter-quarter section lines and to avoid splitting properties. The Tower Overlay <br />District comprises of approximately 200 property owners and has about 2,200 acres within its <br />boundaries. <br /> <br />Sharon Zagaros, 9031 - 178th Avenue NW, Ramsey, inquired as to what studies have been done <br />in other metro cities that are comparable to the types of towers going into the City of Ramsey. <br /> <br />Community Development Director Frolik explained that the City does not know what type of <br />towers will be constructed in the City. The overlay district is indicating where towers can be <br />constructed. A company would have to make application to 'the City prior to any tower being <br />constructed which would require a public hearing. <br /> <br />City Attorney Goodrich inquired if the consultant presented a report to the City. <br /> <br />Community Development Director Frolik replied that the consultant worked with the Planning <br />Commission. <br /> <br />Ms. Zagaros stated that the northwest quadrant has been singled out for gas lines and power lines <br />and she hates to see the area turning into a dumping zone for every utility. She understands that <br />there is a need for the towers; however, she does not think they need to be only in the northwest <br />area of Ramsey. Ms. Zagaros suggested taking the City as a whole and anyone with 15 or 20 <br />acre lots would be permitted to have a tower if the City approves. She inquired as to how many <br />users are on the existing towers in the City. <br /> <br />Community Development Director Frolik replied that all of the towers in the City are designed <br />for three antennas. <br /> <br />Ms. Zagaros inquired if they could accommodate more. <br /> <br />Community Development Director Frolik replied that lattice towers could be designed to handle <br />more users. <br /> <br />Ms. Zagaros inquired if the existing towers could support more users. <br /> <br />Community Development Director Frolik replied that she thought there was some availability. <br /> <br />City Council/January 9, 2001 <br /> Page 30 of 35 <br /> <br /> <br />
