Community Development Director Frolik replied that the extension of 141st Avenue is not part of
this plat.

Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to approve the preliminary
plat for Gateway North Industrial Park No. 5

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zirmnerman, Anderson,
Hendriksen, and Kurak. Voting No: None.

Case #10:

Request for Final Plat Approval of Gateway North Industrial Park No. 5;
Case of City of Ramsey

Community Development Director Frolik stated that the City of Ramsey is in the process of
platting four commercial lots in the proposed Gateway North Industrial Park No. 5 generally
located west of County Road #116 and north of 141st Avenue NW. The subject property is zoned
BW, Business/Warehousing and consists of approximately 24.6 acres. The preliminary plat is
proposing to plat four commercial lots ranging from 11.23 acres to 3.3 acres.

Motion by Mayor Gamec, seconded by Councilmember Kurak, to adopt Resolution #01-01-024
granting final plat approval to Gateway North Industrial Park No. 5.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen,
and Zimmem~an. Voting No: None.

Case #11:

Request for an Interim Use Permit for a Temporary Office Structure; Case
of Transwest, Inc.

Community Development Director Frolik stated that in 1997, the City issued an Interim Use
Permit to Transwest (a.k.a. Communicor) for the use of a temporary office structure for a one
year period. In 1998, the City renewed the permit for another year. In 1999, the applicant
requested another Interim Use Permit to utilize the modular office structure until Transwest's
lease of the property terminates (October 31, 2003). Their request was based on the fact that the
site at 6100 Industry Avenue would not meet their needs as a permanent site beyond the
termination of their lease and, therefore, there were no plans to expand or rebuild on the subject
property. Due to the lack of Interim Use Permit language in City Code, the request from
Transwest was put on hold until City Code was amended accordingly. The request from
Transwest was then resumed and forwarded to the Planning Commission for a public hearing and
recommendation on July 25, 2000. Because the site is so visible from the residential
neighborhood on the north side of County Road #116 and in lieu of the extended time frame for
the use of the temporary office structure, the Planning Commission recommended approval of
the request contingent upon initiation of a screening plan parallel to County Road #116.
Subsequent to the Planning Commission meeting on July 25, 2000, representatives of Transwest

City Council/January 23, 2001
