indicated that they were withdrawing their request for the extended use of the temporary structure and it would be removed from the property by December 1, 2000. Staff's reply was that regardless of the presence of a temporary structure, the City has an interest in continuing to work with Transwest to develop and implement a screening plan along County Road #116. The subject property is a prime industrial site that will surely be redeveloped in the very near future. The redevelopment of the site will be enhanced by a screening plan already in place. Transwest indicated a willingness to continue to work with the City to develop and implement the screening plan. As those discussions progressed, it became apparent that Transwest is interested in participating in Ramsey's Tax Increment program and developing a new site in Ramsey. That brings them full circle to needing an interim use permit to continue to use the temporary office structure while they work with staff to explore a possible relocation project in the City. Consequently, staff is resuming the request that was reviewed by the Planning Commission last July. Councihnember Anderson inquired as to what will guarantee the City that a project will move forward. City Administrator Norman replied that staff only began discussions with Transwest in the last two weeks and based on those discussions is the reason the request for the interim use permit was brought forward. Mayor Gamec inquired if the Council could approve the interim use permit for one year rather than October 31,2003. City Attorney Goodrich replied yes, and recommended that the Council add a finding as to why the date should be less than what was requested by the applicant. Consensus of the City Council was to add the following findings to the Findings of fact: · "That the permit has been issued several times in the past with no significant action being taken to establish a permanent use." · "That the interim use is located on a prime industrial site within the City of Ramsey and to protect that site screening is essential." Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to adopt Resolution #01- 01-025 adopting Findings of Fact # 0546 relating to a request from Transwest, Inc. for an interim use permit for the utilization of a temporary office structure as amended. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson, Hendriksen, and Kurak. Voting No: None. Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to approve the request for an interim use permit from Transwest and adopt Resolution #01-01-026 declaring terms of the City Council/January 23, 2001 Page 24 of 34
