indicated that they were withdrawing their request for the extended use of the temporary <br />structure and it would be removed from the property by December 1, 2000. Staff's reply was <br />that regardless of the presence of a temporary structure, the City has an interest in continuing to <br />work with Transwest to develop and implement a screening plan along County Road #116. The <br />subject property is a prime industrial site that will surely be redeveloped in the very near future. <br />The redevelopment of the site will be enhanced by a screening plan already in place. Transwest <br />indicated a willingness to continue to work with the City to develop and implement the screening <br />plan. As those discussions progressed, it became apparent that Transwest is interested in <br />participating in Ramsey's Tax Increment program and developing a new site in Ramsey. That <br />brings them full circle to needing an interim use permit to continue to use the temporary office <br />structure while they work with staff to explore a possible relocation project in the City. <br />Consequently, staff is resuming the request that was reviewed by the Planning Commission last <br />July. <br /> <br />Councihnember Anderson inquired as to what will guarantee the City that a project will move <br />forward. <br /> <br />City Administrator Norman replied that staff only began discussions with Transwest in the last <br />two weeks and based on those discussions is the reason the request for the interim use permit was <br />brought forward. <br /> <br />Mayor Gamec inquired if the Council could approve the interim use permit for one year rather <br />than October 31,2003. <br /> <br />City Attorney Goodrich replied yes, and recommended that the Council add a finding as to why <br />the date should be less than what was requested by the applicant. <br /> <br />Consensus of the City Council was to add the following findings to the Findings of fact: <br /> <br />· "That the permit has been issued several times in the past with no significant action being <br /> taken to establish a permanent use." <br />· "That the interim use is located on a prime industrial site within the City of Ramsey and to <br /> protect that site screening is essential." <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to adopt Resolution #01- <br />01-025 adopting Findings of Fact # 0546 relating to a request from Transwest, Inc. for an interim <br />use permit for the utilization of a temporary office structure as amended. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson, <br />Hendriksen, and Kurak. Voting No: None. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to approve the request for <br />an interim use permit from Transwest and adopt Resolution #01-01-026 declaring terms of the <br /> <br />City Council/January 23, 2001 <br /> Page 24 of 34 <br /> <br /> <br />
