permit. He understands that that there is mixed feelings amongst Councilmembers regarding the
site. Mr. Shot inquired if the Council would be willing to reassign the conditional use pernfit to
St. Paul Terminal. The reason the property has become an issue is because of the negotiations
required on the 141 st Avenue access and the substantial cost with the entire process.

City Engineer Olson noted that he researched the history on Danny's Tranny and was unable to
find any documentation regarding the extension of 14Pt Avenue.

Councilmember Hendriksen inquired if staff reviewed the meeting minutes.

City Engineer Olson replied that he reviewed everything that was in the file, which included
meeting minutes. He noted that he did find a letter that indicated that the City might extend 141st
Avenue and that they would discuss it during site plan review, but the site plan review did not
move forward.

Mayor Gamec requested that the issue be added to the Public Works agenda.

4)

Update for County Ditch #43
Bids were received on January 3, 2001 for this project which will no longer be possible
to construct this winter as initially anticipated. While the contractor is willing to extend
the contract until next winter, this extension would be contingent upon having similar
weather and construction condition (i.e. the same day conditions that existed this fall and
winter). The second alternative would be to reject all bids and re-bid the project next
fall, once all necessary approvals were obtained. The Committee recommended
rejections of all bids.

s)

Eimcrest Park Concept Plan
The Committee recommended that staff be directed to inter into negotiations for access
#2 (access from Trunk Highway g47, directly opposite of 164th Lane).

Motion by Councilmember Hendriksen, seconded by Mayor Gamec, to ratify the
recommendations of the Public Works Committee for Cases 1 through 5.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak,
and Zimmerman. Voting No: None.

Case #11: Report from the Personnel Committee

Councilmember Anderson stated that the Personnel Committee met on February 27, 2001, and
discussed the following cases:

1) LELS Insurance Opener

City Council/February 27, 2001
