Assistant Public Works Director Olson replied although this may not be an ideal situation,
delaying ongoing maintenance in the anticipation that a project will go forward would be
detrimental to the maintenance program.

Chairperson Elvig noted there has been a lot of conversation over the last few years about a foot
access across Highway 47.

Assistant Public Works Director Olson replied getting the hump cut down would to be a benefit
whatever way a pedestrian overpass is constructed.

Chairperson Elvig asked ifMnDOT is comfortable that the two feet will meet their safety
standards.

Assistant Public Works Director Olson replied MnDOT believes it will be an improvement. This
will provide a little more distance to see a vehicle coming.

Motion by Councilmember Olson, seconded by Mayor Gamec, to recommend that the City
Council authorize staff to continue to work with MnDOT to modify the profile of TH 47.

Motion carried. Voting Yes: Chairperson Elvig, Councilmember Olson and Mayor Gamec.
Voting No: None.

Further discussion: Mayor Gamec inquired about the possibility of the golf course donating land
for a right turn lane. Assistant Public Works Director Olson replied this would be a good faith
effort. IfMnDOT heard they had that land signed over and donated he does not see any reason
why they would not proceed with the construction of a right turn lane.

Case #3: Update on THI0/Feldspar Median Closure

Assistant Public Works Director Olson indicated staff met with MN/Dot staff February 11, 2005
and received an update on the status of the THiO/Feldspar median closure. Two sheets are
attached showing the proposed modification. MN/DOT is planning to overlay THiO and has
proposed closing several median crossings. Notifications were sent to the businesses and a
meeting was held to hear concerns. A revised plan has been received for Feldspar Street. He
explained the proposed modifications will permit left turns from THiO to the businesses north and
south of the highway. Crossing movements from the side streets will not be permitted. The
median crossing west of this access will be closed. A new meeting will be scheduled and all
businesses between Ramsey Boulevard and Sunfish Lake Boulevard will be invited.

No Committee action needed.

Further discussion: Chairperson Elvig inquired about the timing on the closures. Assistant Public
Works Director Olson replied the timing planned is a November letting, which coincides to the
next construction season.

Public Works Committee/February 15, 2005
