Case#4: Feasibility Report for Welcome's Road Street Grading and Paving
Improvements

City Engineer Jankowski reviewed the Feasibility Report for Welcome's Road Street Grading and
Paving Improvements with the Committee. He indicated the project cost is estimated at
approximately $141,000, with the City share at approximately $70,500. The remaining $70,500
would be assessed equally among the 19 benefiting property owners. The City's portion of funds
would come from the General Fund.

Motion by Mayor Gamec, seconded by Councilmember Olson, to recommend that the City
Council approve the Feasibility Report for Welcome's Road Street Grading and Paving
Improvements.

Further discussion: Councilmember Olson inquired who will receive notification regarding the
improvements. City Engineer Jankowski replied once the Council accepts this report he would
send a copy of this feasibility report with a letter to each resident on Welcome's Street. There
was an informational meeting with the residents in September or October. The estimate from this
report is approximately $300 higher than what the residents were told at that meeting.
Chairperson Elvig expressed concern with residents feeling the City is pushing projects on them.
He noted it does not sound like that would be a problem in this case.

Motion carried. Voting Yes: Chairperson Elvig, Mayor Gamec and Councilmember Olson.
Voting No: None.

Case #5: Review 2005 Public Works Objectives and Work Plan

Public Works Director Kapler reviewed the 2005 Public Works Objectives and Work Plan with
the Committee. He explained this plan is in draft form and staff would like input from the
Committee. The Committee discussed the following areas:

Level of Service to the City:
Mayor Gamec stated he cannot stress enough that one area of the City should not be sacrificed for
another area, such as Town Center. Public Works Director Kapler stated the Public Works
Department echoes these concerns and does not want to see a reduction in the level of service.

Pubfic Works Director Kapler indicated a statement reflecting the importance of the level of
service for the entire City will be included in the work plan.

Utilities Work Plan:
Chairperson Elvig stressed the importance of including water treatment planning in the plan.
Assistant Public Works Director Olson explained the action step discussed by staff was to get
some of the appropriate Public Works staff up to speed on treatment facilities and giving them the
background information needed to work through the design.
