Public Works Supervisor Reimer stated it would be the first week of May.

Public Works Director Kapler stated they put a capital equipment schedule together every year,
and this will be included in that ten-year schedule. He stated it would be in next year's budget.

Mayor Gamec asked if they could get anything for the old grader.

Public Works Director Kapler answered 38 cents a pound. He stated that Gr~nt does an
excellent job of keeping snow removal as one of the top priorities in Public Works.

Informational; no action needed.

Case #2: Update on Septic Tank Pumper Dump Station

This item was tabled.

Case #3: Receive Petition from Alpaca Estates Residents

City Engineer Jankowski advised that on March 31, 2005, Mrs. Katheryn Richter presented a
petition to City staff which expressed opposition to the extension of City sewer and water into the
Alpaca Estates subdivision. He noted the figure contained in the staff report that illustrated the
petitioners' and petitioning area. In speaking with Mrs. Richter, this petition was initiated as a
result of discussions by Mr. Peter Tremaine, with his neighbors regarding the extension of sewer
and water to his property and that of a neighbor. During an April 14, 2005 phone conversation
Mr. Tremaine indicated to City staff that he would like to petition the City for the extension of
sewer and water to certain properties in the Alpaca Estates subdivision. However, at this time,
there is no information regarding the details of his proposal. City Engineer Jankowski advised
that both Mr. Tremaine and Mrs. Richter have been advised that the petition will be presented to
the Public Works Committee and both would have an opportunity to express their requests and
concerns. Staff recommends that the petition be accepted by the Public Works Committee and
that it be forwarded to City Council.

Motion by Mayor Gamec, seconded by Councilmember Olson, to accepted the Petition from
Alpaca Estate residents and that it be forwarded to City Council.

Mayor Gamec stated there is no need for sewer and water with the number of people that are
there, and cost-wise it couldn't be done unless Mr. Tremaine wants to pay about $7 million
himself to do it. He stated that if he brings a petition, he'll refuse it. He stated he wouldn't waste
the City's money doing a feasibility study because he knows the people in the area don't want
sewer and water. He stated this was the most ridiculous thing he's seen.

City Engineer Jankowski stated Mr. Richter indicated the word petition for sewer and water
would imply a 429 process where everybody that is from the improvement gets assessed, but it

Public Works Committee / April 19, 2005
