was his intention to do it as a subdivision where he would bear all the cost and there would be no <br />assessments. <br /> <br />Chairperson Elvig asked if that was even feasible to assess the adjacent properties since they had <br />passed the new ordinance language. <br /> <br />Assistant Director of Public Works Olson stated that the Charter doesn't allow for that, and if <br />they are on functioning septic and well, they are not going to be assessed unless they want to <br />hook up. <br /> <br />Mayor Gamec stated he would personally deny it. He stated that if Mr. Richter wanted to pick up <br />all the cost, he would look at it, but it would be almost a foolish expansion. <br /> <br />Chairperson Elvig stated they would have to go through the development process and see what <br />development wanted to do about it. He explained that the Council over the course of the last 60 <br />days had passed a new ordinance and changed the language in the ordinance so that there is no <br />way the City can force you to hook up sewer and water. He stated he appreciated the public <br />being proactive on this, but he didn't think there was anything to be concerned about. He stated <br />that the only way Mr. Tremaine would get sewer and water is if he pays for it all, and that's if <br />Development and the City Council even think it's a reasonable development to subdivide his own <br />property. <br /> <br />Councilmember Olson stated that the language of that ordinance change will be in the next <br />Ramsey Resident. <br /> <br />Mike Glimever, 8100 144th Avenue stated they were actually talking about two people, not just <br />Mr. Tremaine. He stated their basic plan was to develop those two corners, and put roughly four <br />homes on the one and two or three on the other, and they were thinking of bringing in city sewer <br />and water to develop these homes on those lots. <br /> <br />Chairperson Elvig stated they would have a right to apply for such a thing, and they are within the <br />MUSA. He stated they have the right to apply for such a development, but it has to go through <br />the Development Department process, and then it goes to Planning, who would say whether or <br />not it made sense. He stated they would have to pay the entire bill because they would not be <br />getting any assistance from their neighbors to hook up. He stated if it came to the Council level, <br />the public would have another chance to give input. <br /> <br />Mayor Gamec stated he didn't feel Mr. Tremaine had any idea what the cost would be. <br /> <br />Chairperson Elvig stated $7 million would be very close. <br /> <br />Ms. Plessell, 7913 - 142nd Avenue, asked if something like this were to happen whether the <br />homeowners would have to pay for the pipes to be run. <br /> <br />Public Works Committee / April 19, 2005 <br /> Page 6 of 21 <br /> <br /> <br />
