Chairperson Elvig stated they wouldn't have to pay for anything. He stated it doesn't even come <br />out of taxes. He stated that they actually have to put some extra into the Enterprise Fund, and <br />that helps for other water improvements and things that the City would want to initiate. <br /> <br />Public Works Director Kapler stated that even after the utilities are in the ground, the ongoing <br />maintenance is actually paid out of the same Enterprise Fund, and there is some misinformation <br />out there that it is rolled into the General Tax dollars, but even the maintenance part of the City <br />utilities is taken out of that same Enterprise fund, and that Enterprise fund is a self-sustaining <br />fund. The fees are paid by the users are what finance that. When they bond for improvements, <br />the bonds are paid back out of the Enterprise Fund. <br /> <br />Bob Brian, 8041 - 142nd Avenue, stated they are talking about a block and a half to run the pipe, <br />and he asked if they've got a ballpark figure on what that might cost. <br /> <br />City Engineer Jankowski stated a ballpark cost would probably be in the neighborhood of about <br />$250 per square foot, and since they haven't seen a proposal as to where the sewer is going to go, <br />he couldn't give a total dollar figure. He stated the cost can vary quite a bit because of storm <br />sewers. <br /> <br />Mr. Brian stated if they are talking about $250 for a ballpark figure, that isn't a lot of money to <br />run that short distance. <br /> <br />City Engineer Jankowski stated that's per foot. <br /> <br />Mr. Brian stated there is 300 to 400 feet. <br /> <br />City Engineer Jankowski stated it could be 1000 to 2000 feet. <br /> <br />City Engineer Jankowski stated that when they subdivide, that goes to a different organization to <br />look at that. <br /> <br />Assistant Director of Public Works Olson stated it goes to the Planning Commission, and they <br />would make their recommendation to the City Council, who makes the ultimate decision. <br /> <br />Mayor Gamec stated that the final decision would be the City Council's. He stated there would <br />be park fees, trail fees, and many other fees, so it isn't just sewer and water. He stated that the <br />cost is huge and there is no reason to go through that area. He stated it would be the biggest <br />financial fiasco the City has ever gone into because they would be putting that pipe in, and there is <br />no way to pick up the cost, so eventually it would go back to the taxpayers in general. He stated <br />that the City Council has said they will not do that. <br /> <br />Chairperson Elvig stated they can't afford to go upside down in their Enterprise Fund. <br /> <br />Mayor Gamec stated there is a huge cost that has to be picked up. <br /> <br />Public Works Committee / April 19, 2005 <br /> Page 7 of 21 <br /> <br /> <br />
