EXPERIENCE FOR MK LAND DESIGN
City of Watertown 2030 Comprehensive Plan Update
Client: City of Watertown,Minnesota
Watertown is located approximately 35 miles west of downtown Minneapolis in rapidly growing Carver
County. Watertown has nearly doubled in population during the last 10 years and looks to double again
within the next 10 years. The city adopted a 2020 Comprehensive Plan in 2000 in accordance with the
Land Planning Act requirements. The plan involved little public input and did not provide the city with a
representative picture of the future of the community.
MK Land is working with the city to develop the 2030 Comprehensive Plan Update. The vision of the
city will be the basis of this plan and will be developed by the community through an extensive outreach
-- process involving a community education series,community open houses/town meetings, a community
design charrette and a community survey. The plan is intended to provide the city with a detailed guide
for any and all future development or redevelopment. The plan will incorporate a large portion of the
surrounding township based on a recently negotiated Orderly Annexation Agreement.
The plan will include the following sections: Land Use,Park,Trail and Open Space,Transportation,
Housing, Downtown Development Plan and Economic Development. The plan will be completed in
2008.
_ City of Victoria Downtown Master Plan Amendment
Client: City of Victoria,MN
Located on the southern shores of Lake Minnetonka in Carver County, Victoria is a rapidly growing
Am.
community. MK Land in cooperation with city staff and city consultants developed an update to the
previously adopted 1997 Downtown Master Plan. The city has been in the process of redeveloping the
downtown for more than 10 years. Within the last 5 years the city has seen a significant redevelopment
surge. This surge of redevelopment has caused the need for the previously developed master plan to be
reviewed. One of the primary issues facing the city was the ability for additional development to provide
adequate parking (both surface and structured). MK Land prepared a parking study to assess the existing
and future needs of the city. This study was used as the basis for a proposed amendment to the parking
-- ordinance and ultimately an updated plan for the downtown. The completed plan identified the need for
the city to use a shared parking methodology when considering new development. The plan also
-- identified the need for the city to construct public parking areas within the downtown. Design Standards
for paving, landscaping, sidewalks, lighting and other amenities were developed as a part of the
'-' completed plan.
City of Stacy Future Land Use and Annexation Staging Plan
Client: City of Stacy,Minnesota
The City of Stacy is located in Chisago County just north of the Twin Cities. MK Land provides general
planning and zoning consulting services to the city. MK Land worked with the City Engineer, Attorney
and applicable Council Members to develop a plan that met the goals and vision of the city. MK Land
_ designed and developed a future land use plan for approximately 1,000 acres that was petitioned to be
annexed to the city. The future land use plan includes a staging plan relating to the annexation. The plan
established the future land use patterns and density projections and was directly tied to development of
10..11
adequate public facilities. The plan also identified opportunities and constraints for future development
types based on existing natural resources, transportation systems and proximity to compatible
development types.
8
