Located on the banks of the Mississippi and Rum Rivers in the growing and highly desirable northwestern suburbs of Minneapolis, the City of Ramsey is a town of rural charm, quiet neighborhoods, and quality homes. The rural character and the proximity to Minneapolis has made the City of Ramsey a desirable place to live. It is the intent of the — city to preserve its quality of life and its rural characteristics while fostering new ideas, technologies, and strategies to create a diversified, balanced, sustainable, and innovative — future for the City. The City is pioneering a visioning and public involvement initiative known as Ramsey3. This process will provide Ramsey with a clear and comprehensive vision for the future. — The results of the Ramsey3 project will be used as the basis for its 2030 Comprehensive .•., Plan. Through the planning process, opportunities will be identified for unique and sustainable development, design guidelines, environmental preservation, and open space that will — benefit the entire planning area. It will be important in the planning process to establish a balance between development density and the desire of the community to maintain the — rural character so integral to the community's identity. — It is essential to recognize and incorporate the wishes and needs of the existing property owners and other key stakeholders that may be affected by current and future development. Meaningful public input will be needed from these individuals. The input is important, not only to develop a quality plan that is realistic, but also to build ownership in the Plan and a commitment toward long-term implementation. In addition to the Ramsey3 project, the City has completed, or soon will complete, the UNDERSTANDING following plans: Central Rural Reserve Study, Master Housing Plan, Natural Resources Inventory, Comprehensive Water Plan, Comprehensive Sewer Plan, Parks and Open Space Plan, Capital Improvement Program. These plans will be integrated into the 2030 Comprehensive Plan. Our approach to the development of a Comprehensive Plan is based upon the following --- elements: — ■ A process that promotes and utilizes design innovation, sustainable practices, quality and sound planning principles • A process that seeks to develop a unified vision for the City's systems based on — direct input secured from all stakeholders regarding their unique needs, goals, and vision of the community. r.. • An end product that has measurable indicators to ensure that the plan is being implemented in accordance with the community goals and vision. — • Early involvement and communication with the Metropolitan Council, Anoka County, and other regulatory agencies. .- TKDA ENGINEERS•ARCHITECTS•PLANNERS 1 0
