Our approach to the development of a Comprehensive Plan adds value to the typical <br /> planning approach in the following ways: <br /> • Our approach will focus on neighborhoods that include: mixed use development <br /> patterns; high quality architecture and urban design features; protection of significant <br /> natural areas; high quality recreational facilities; cost-effective community services; <br /> an interconnected pattern of pedestrian and bicycle-oriented streets; and provision <br /> for mass transit service. <br /> • Our approach will develop, improve, and create a system of neighborhoods safely <br /> -- and innovatively linked through a network of planned open spaces and sensitively <br /> _ managed green space corridors. <br /> • The City of Ramsey can grow in a sustainable manner to meet the needs of the <br /> present without compromising the ability of future generations to meet their own <br /> needs. Our approach will focus on long-term environmental stewardship. <br /> We propose a three phase process that will provide for the successful implementation of <br /> • the Comprehensive Plan as follows: <br /> — PHASE I: Goals and Policy Development <br /> ,.. Phase I will establish a clear vision, goals, and objectives for the project. Ramsey3 will <br /> likely provide the team with a wealth of information leading to development of the vision, <br /> — goals, and policies of the City. An initial meeting (workshop) with the City Council/ <br /> Planning Commission will be held to identify the aforementioned goals and objectives. <br /> — An initial meeting with the Metropolitan Council will also be held to understand their APPROACH <br /> concerns and criteria for review of the plan. An initial meeting with Anoka County will be <br /> ▪ held to identify their time frame and process for developing the County Plan. <br /> — Phase II: Project Initiation, Issue Identification, Inventory, and Analysis <br /> This Phase will emphasize innovative ideas and design generation. Phase II will involve <br /> additional information gathering and analysis of the natural and created environment and <br /> — the independent planning efforts to be incorporated. The essential base work will be <br /> completed to provide the foundation for the development of the Plan. During this task we <br /> will identify the opportunities,assets, unique characteristics, constraints,and needs of the <br /> community. Specifically, the following areas will be analyzed and addressed: 1. Existing <br /> and future land uses, 2. Transportation plans, 3. Environmental resources, 4. Economic <br /> _ development, 5. Public facilities, and 6. Intergovernmental coordination. In addition, the <br /> following City Plans will be summarized and incorporated into the final comprehensive <br /> — plan: 1 Master Housing Plan, 2. Comprehensive Sewer Plan, 3. Comprehensive Water <br /> Plan,4. Park and Trail Plan, 5.Central Rural Reserve Study, 6. Natural Resources Inventory, <br /> — 7. Capital Improvement Plan, 8. Open Space/Greenway Plan. <br /> — Phase III: Plan Refinement, Preparation, and Adoption <br /> Phase III will focus on the preparation of the Plan, refinement of all components, and <br /> .r <br /> adoption and approval of the Plan. Phase III involves informational meetings with the <br /> _, public to discuss the Plan. Two open house meetings will be held to obtain public <br /> feedback. This task will include the finalization of the Plan.
