PHASE I: Goal and Policy Development <br /> TASK 1: COUNCIL WORKSHOP WITH CITY OFFICIALS <br /> Objective: Gain understanding from policy makers and staff perspectives of the vision <br /> for the City. This information may have been established through the Ramsey3 process. <br /> We will develop a thorough understanding of the City's needs and expectations as they <br /> — relate to the future development and the Comprehensive Plan, and identify the baseline <br /> information necessary to complete the project. As a result of these discussions, the work <br /> plan will be refined, the project schedule will be finalized, meeting dates will be set, and <br /> — responsibilities clarified. <br /> Description: <br /> 1. Review the Ramsey3 initiative and discuss the goals and vision obtained through the <br /> — process. <br /> — 2. Discuss independent planning and land use studies that have been completed since <br /> the adoption of the current Comprehensive Plan. <br /> 3. View "The Dollars and Sense of Protecting Community Character"and discuss in the <br /> _ context of the City of Ramsey. <br /> 4. Discuss possible land use strategies and techniques to accomplish the City's <br /> — goals. <br /> 5. Discuss other non-regulatory tools that can be used to accomplish the City's goals. <br /> Deliverables: A written summary of the information gathered and observations from the APPROACH <br /> — initial meetings. The results of the Ramsey3 initiative will be summarized and presented <br /> as the basis of the 2030 Comprehensive Plan. <br /> Meetings: One meeting with City staff to initiate the planning process. One meeting with � <br /> the Planning Commission and City Council to initiate the planning process. One meeting <br /> — with Metropolitan Council staff. One meeting with Anoka County staff. <br /> Key Project Staff: Richard Thompson, Mark Kaltsas, Berry Farrington <br /> --- TASK 2: IDENTIFY ISSUES, OPPORTUNITIES, AND CONSTRAINTS <br /> Objective: Identify the issues, opportunities, and constraints of the City and outlying <br /> areas based on natural resources, property ownership patterns, fixed developments, <br /> — transportation systems, public infrastructure, and other related characteristics. <br /> r. Description: <br /> 1. Review existing conditions, vegetation, soil conditions, steep slopes, drainage <br /> — characteristics, wetlands, and floodplain designations. <br /> — 2. Examine general development patterns in and adjacent to the City. <br /> 3. Review downtown development-redevelopment opportunities. <br /> 4. Review market factors and understand commercial and industrial patterns, <br /> opportunities, and constraints. <br /> .... 5. Review existing municipal infrastructure systems and opportunities to service new <br /> areas. <br /> 6. Review private and public agency development plans. <br /> — 7.
