Interview key stakeholders <br /> — Deliverables: Synthesis map identifying opportunities and constraints and written <br /> summary of key stakeholder interviews and discussions. <br /> Meetings: Interviews with key stakeholders. One meeting with organizations and agencies <br /> with an interest in the plan update. Two meetings with City staff members and consultants <br /> to gain input. One or two joinVindividual meetings with the City Council and Planning <br /> — Commission. <br /> Key Project Staff: Richard Thompson, Mark Kaltsas, Berry Farrington <br /> — PHASE II: Project Initiation, Issue Identification, Inventory, and Analysis <br /> — TASK 1: DATA ASSEMBLY AND BASE MAPPING <br /> — Objective:Assemble qualitative and quantitative background data and parcel information <br /> in order to understand activities within or affecting the Plan. Prepare base mapping that <br /> - establishes a physical context for the planning process. Provide analysis of independent <br /> planning efforts and develop an outline of the unifying principles and themes. Develop <br /> - and present an outline of the findings to the Planning Commission and City Council to <br /> gain input and direction. <br /> Description: APPROACH <br /> 1. Review independent plans and studies that have been previously prepared. <br /> — 2. Review Metropolitan Council household, population, and employment forecasts in <br /> ,mMI light of community needs. <br /> 3. Refine the base map identifying the independent study areas and plans. <br /> 4. Develop base map utilizing GIS mapping, CAD mapping, and aerial photography. <br /> 5. Develop an outline of the findings from the evaluation of the independent planning <br /> efforts. <br /> Deliverables: Base map, written outline, and written summary of above-mentioned <br /> activities. <br /> Meetings: One meeting with City staff. One meeting with Planning Commission and <br /> r, City Council. <br /> Key Project Staff: Richard Thompson, Berry Farrington, Angela Torres, Corey Sader <br /> TASK 2: EXISTING & FUTURE LAND USE <br /> Objective: Create an existing land use plan using aerial mapping,zoning maps,and other <br /> - resources available to the City or Consultant. Develop up to two(2)visual design concepts <br /> for the future use of land through 2030. Use the two (2) scenarios developed to elicit <br /> comments and suggestions from policy makers and key stakeholders for incorporation <br /> into the final land use and staging plan. Develop final land use plan and staging plan. <br /> Description: The future land use plan is one of the most important planning tools <br /> — available to a city.
