— Description: <br /> 1. Use the City's Resource Inventory and Park and Trail Plan to integrate environmental <br /> --- resource stewardship into the land use plan. <br /> 2. Develop a proposed network of planned open spaces and greenway corridors. <br /> 3. Develop a set of policies relating to environmental resource stewardship. <br /> MOW <br /> Deliverables: <br /> • Open Space and Greenway Map <br /> • Environmental Resources stewardship policies <br /> — Meetings: One meeting with staff to review findings, in conjunction with staff meeting <br /> to review land use. <br /> Key Staff Involved: Mark Kaltsas, Berry Farrington, Corey Sader <br /> 10.11, <br /> TASK 5: ECONOMIC DEVELOPMENT <br /> ▪ Objective: To take inventory of and evaluate the existing economic position of the City. <br /> _ Compare and contrast building permit valuation to market valuation.Understand and break <br /> down the various building types (commercial, industrial, low density residential, medium <br /> -- to high density residential) and valuations associated with each. Look for opportunities <br /> and identify any and all economic development tools that can be utilized by the City. <br /> — Identify opportunities within the City for economic development or redevelopment. <br /> — Description: Implementation of the Comprehensive Plan will promote and preserve APPROACH <br /> the fiscal soundness of the City. This plan can be used to assess existing development <br /> for areas of strengths and weakness relating to economic development. Opportunities <br /> for economic development or redevelopment will be identified and an implementation <br /> plan for advancing that development will be created. The final step will be to develop <br /> economic polices relating to land use, development, and redevelopment ." <br /> Deliverables: Economic development element of the Comprehensive Plan <br /> Key Staff Involved: Richard Thompson, Mark Kaltsas, Berry Farrington, Angela Torres <br /> TASK 6: PUBLIC FACILITIES <br /> Objective: The public facilities element of the Plan will address the sewer system of the <br /> — City and the water system for the city. The purpose of these elements will be to update <br /> the existing Plan based on new household forecasts and changed needs. The sanitary <br /> sewer element will also address the on-site septic systems already existent in the City, <br /> and policies for addressing future on-site systems, both individual and larger scale. The <br /> water system element will address present and future water needs based on existing plans <br /> — plus future demand based upon residential, commercial, and other types of growth. <br /> - Description: Public facilities, especially public sewer and water, form the basic utility <br /> infrastructure of the City of Ramsey. City plans already address these facilities, and <br /> - summaries of these plans will be included in the Comprehensive Plan. Where needed, <br /> these plans will be updated to address future growth, future land use, and external <br /> constraints, if any. The Metropolitan System Statements will be addressed in the public <br /> - facilities element.
