City of Ramsey 2008 Comprehensive Plan Update Proposal Ni A.VL 'arc Dsu Bonestroo Phase 2: Ramsey 3 Process 2.1: Ramsey 3 Process Participation We will participate in five meetings* identified in the Ramsey 3 process in late February, March, April, and May 2007 to understand the process, hear firsthand the information and comments generated, and offer professional assistance and insight where appropriate. This may include summaries of the information generated in the previous phase if requested and appropriate to the discussion. (* If our selection allows time to attend meetings starting February 8; otherwise fewer meetings) 2.2: Summary Report We will prepare a summary report, in conjunction with City staff and Ramsey 3 presenters, of the Ramsey 3 process and meetings, with key issues, ideas, alternatives and strategies discussed. Deliverable: Draft Summary Report of Ramsey 3 process 2.3: Task Force Meeting — Ramsey 3 Summary We will facilitate a task force meeting to review the Ramsey 3 Summary Report as a basis for the Draft Comprehensive Plan. 2.4: PC/CC Workshop Meeting — Ramsey 3 Summary We will facilitate a joint Planning Commission and City Council Workshop to review the Ramsey 3 Summary Report as a basis for the Draft Comprehensive Plan. Deliverable: Final Summary Report of Ramsey 3 process Phase 3: Draft Plan 3.1: Draft Goals and Policies Based on the initial analysis, Background Report, and Ramsey 3 Summary Report, DSU/Bonestroo will prepare a draft set of Goals and Policies relating to the following chapters in the 2002 Comprehensive Plan, or a revision and rearrangement of chapters as agreed upon by City staff: • Vision and Guiding Principles • Land Use • Transportation • Housing • Sewer ■ Water ■ Park, Recreation and Open Space • Mississippi River Critical Area • Economic Development • Environmental Protection/Resource Management • Community Identity • Public Facilities Deliverable: Draft Vision, Guiding Principles, Goals and Policies 3.2: Task Force Meeting — Draft Vision, Guiding Principles, Goals and Policies We will facilitate a task force meeting to review the Draft Vision, Guiding Principles, and Goals and Policies. 15
