Examples include: <br /> • Zoning or subdivision ordinance amendments that allow mixed use <br /> development or higher housing densities <br /> • A land use plan that includes densities that may facilitate greater housing <br /> affordability. <br /> • Fiscal tools such as tax abatement,bonding or tax increment financing <br /> • The application review process <br /> • The public participation process <br /> • The use of the land use plan map <br /> • Special studies or district plans <br /> • Building codes <br />_ • Design requirements <br /> • Affordable housing assistance through development and preservation <br /> programs <br /> • Home improvement and housing assistance programs through the housing <br /> and redevelopment authority <br />.... • Official controls and land use regulation aimed at facilitating construction of <br /> affordable and lifecycle housing. <br /> 3.2 Capital Improvement Program <br /> Include a five-year capital improvement program(prepared by the City staff)for <br /> sofa four areas: <br /> • Transportation <br /> • Wastewater <br /> • Water supply <br /> • Parks and open space facilities. <br />"— Specify the timing and sequence of major local public facilities that will ensure <br /> that development occurs in accordance with the plan. Establish policies for the periodic review and amendment of the Comprehensive <br /> Plan, including timing,responsibility and citizen participation. <br /> Propose means to promote the regular use of the plan by staff and officials in <br /> decision-making.
