^ <br /> City of Ramsey _= <br /> 2008 Comprehensive Plan Update <br /> Project Approach and Understanding <br /> Project Approach <br /> The Olsson Associates approach to team organization and project management is focused <br /> on strengthening relationships with our clients. As such, we view our role as an extension of <br /> the City staff, with Olsson Associates project manager Pam Miner working side-by-side with <br /> City staff to coordinate project activities. Pam will serve as the primary point of client contact. <br /> She will be responsible for day-to-day project management, contract, billing and schedule <br /> administration, and work flow, and will work with other Olsson Associates team members to <br /> monitor overall quality assurance procedures. <br /> Project Understanding <br /> The City of Ramsey, Minnesota, is required to update its <br /> existing comprehensive plan, which was adopted in 2001 • <br /> and amended in 2002, to meet the 2008 requirements <br /> of the Metropolitan Council. Ramsey is designated as a �, <br /> ,.aFri./y <br /> "developing community" according to the Metropolitan '' " <br /> Council. "Developing communities" are the cities where <br /> the most substantial amount of new growth — about 60 <br /> percent of new households and 40 percent of new jobs— is {$g <br /> projected to occur in the metropolitan region. In planning <br /> c; <br /> for future development, a community must demonstrate <br /> that the development will support a connected land-use �� <br /> pattern and can be serviced in an efficient and economical ° <br /> manner through regional systems (wastewater treatment, <br /> transportation, parks and open space, and airports). -- _ — <br /> Ramsey's population increased by 49 percent in the period from 1990 to 2000, from 12,408 to <br /> 18,510 people. The population is projected to continue to increase steadily through 2020, <br /> when an estimated 43,000 people will reside in Ramsey. The number of jobs in Ramsey is <br /> expected to increase by 87 percent by the year 2010, with continued but slower increases after <br /> that time. Completion of the Northstar Commuter Rail Line is expected to account for much <br /> of this projected growth; the City of Ramsey should be well positioned to steer this growth in <br /> appropriate directions with the completion of this comprehensive plan update. <br /> Olsson Associates' proposal for the 2008 City of Ramsey Comprehensive Plan Update is built <br /> on a foundation of professional experience and sound planning practices.
