Our <br /> approach is community driven. Olsson Associates staff will facilitate the process and prepare <br /> the plan -the plan, and the future, belong to the residents of the City of Ramsey. <br /> Three basic questions need to be addressed in the comprehensive plan. <br /> ,.� • Where are we now? <br /> • Where do we want to be? - -- <br /> • How do we get there? <br /> To prepare a responsive and appropriately �,A. <br /> encompassing comprehensive plan, and to address <br /> the three components identified above, Olsson <br /> Associates proposes a multi step planning process <br /> for the 2008 City of Ramsey Comprehensive Plan <br /> Update. This process includes: <br /> • Analysis of existing conditions, plans, and policies to provide an assessment of issues and <br /> opportunities <br /> • Coordination with the Ramsey3 effort to ensure effective community outreach and <br /> engagement, and to establish a vision for the community as a foundation for future <br /> planning efforts <br /> • Assisting the community in the formulation of goals and objectives <br /> • Development and evaluation of alternative plans and policies <br /> • Preparation of measurable and specific final plan recommendations and implementation <br /> strategies <br /> One exciting component of the Ramsey project will be the opportunity to build on the Ramsey3 <br /> initiative and results for the comprehensive plan update process. This early engagement of <br /> the community to establish guiding principles for future planning should foster an increased <br /> and continuing interest in the entire planning process. It will be a key issue to tap into and <br /> maintain the enthusiasm generated for Ramsey3 to guide in the comprehensive plan update. <br /> Since public participation is normally such a key issue and time factor in the preparation of any <br /> community plan, having the Ramsey3 effort as a separate one will allow the comprehensive plan <br /> consultant to focus on other aspects of preparing the plan. An analysis of any other community <br /> engagement strategies that may be necessary will also be an initial item of discussion with local <br /> representatives, and other strategies will be pursued as necessary.
