City of Ramsey _- <br /> 2008 Comprehensive Plan Update <br /> herein reflects the cost savings realized by having the majority of community engagement <br /> activities conducted in a separate process. <br /> Several specific issues will need to be addressed in the Ramsey comprehensive plan update <br /> to meet Metropolitan Council requirements, as detailed in the 2005 System Statement. These <br /> r. include: <br /> • A planned crossing of the Mississippi River near Dayton and Ramsey. Specific alignments <br /> are not finalized and funding is not in place to complete the project prior to 2030, but the <br /> general location of this crossing must be shown in local comprehensive plans until a final <br /> alignment is chosen. <br /> • Ramsey is now being served by transit through Metro Transit and the "Ramsey Star <br /> Express" route; this and other transit service expansions should be identified consistent <br /> with the regional policy plan. Because Ramsey is located along the Northstar Commuter <br /> Rail Line, the comprehensive plan should identify opportunities to promote higher density <br /> initiatives along this and other identified dedicated transit corridors. <br /> • The inclusion of a sewer map showing the City's existing service area and proposed trunk <br /> sewer system through 2030 and ultimate sewer service area; a table showing the projected <br /> population, households, employment, and flow forecasts by interceptor for the City for <br /> 2010, 2020, and 2030; and a description of the City's infiltration/inflow program. <br /> • A review of the local surface water management plan relative to the Lower Rum River <br /> Watershed Management Plan and the Water Resources Management Policy Plan with <br /> updates and/or revisions as necessary. <br /> ,-. • The boundary of the Rum River Regional Park is partially located in Ramsey; the 2030 <br /> Regional Parks Policy Plan includes a park boundary adjustment for this facility to protect <br /> regionally significant natural resource areas with significant recreation potential that are <br /> adjacent to the park. Any change to the park boundary will be identified as the Anoka <br /> County Park System Plan is updated; if any portion of the park boundary within the City of <br /> Ramsey is changed as a result, this change should be reflected in the comprehensive plan. <br /> • The Mississippi West Regional Park boundary within the City of Ramsey should be <br /> acknowledged in the comprehensive plan, as well as the general alignment of the Anoka <br /> County segment of the Mississippi River Regional Trail and the Central Anoka County <br /> Regional Trail. <br /> January29, 2007 <br /> AOLSSON ACES IT; \�isE . 10 <br />
