City of Ramsey <br /> 2008 Comprehensive Plan Update <br /> -1 Scope of Services <br /> 1 . Goals Development <br /> Focus on the preparation, evaluation, and refinement of issues, goals, and policies for the <br /> City Council, Planning Commission, and residents of Ramsey. Incorporate the results of the <br /> Ramsey3 process to establish the guiding principles of the Comprehensive Plan. Ramsey3 is an <br /> undertaking supported by the community; it seeks to involve the entire community in a three- <br /> ", part process. <br /> Ramsey' began with asking citizens to identify the five <br /> best things about Ramsey, the things Ramsey should <br /> always be, always have, always do (www.ramsey3. <br /> org). Responses to these broad questions will be <br /> used to initiate community discussion in later steps of _ <br /> the process. This phase also consists of four public __ , - b_ \ <br /> forums and staff/council workshops with nationally <br /> renowned experts in transportation, innovative _ A = ' <br /> zoning, regional intersections, and community <br /> ecology—already identified as critical issues for the <br /> City of Ramsey. These critical issues forums are scheduled to be conducted from February <br /> through April 2007. <br /> • Forum One: Regional Intersections. What is Ramsey's role in the region and how will <br /> market and regulatory forces influence the Twin Cities region? <br /> • Forum Two: Community Ecology. How can we build capacity with citizens, policy makers, <br /> and staff to understand the importance of Ramsey resources and create ways that natural <br /> resources and development may form true ecologically sound neighborhoods? <br /> • Forum Three: Innovative Zoning. What are alternatives to traditional zoning codes that <br /> have been successfully used in other communities? <br /> • Forum Four: Transportation Alternatives. How can we incorporate a variety of <br /> transportation choices including biking and walking trails as well as mass transit into a <br /> community transportation system? <br /> Ramsey2 will be an innovative community-wide visioning meeting utilizing the "Open Space <br /> Technology" method to garner participation and input. This session is scheduled for May 2007 <br /> to be hosted by Michael Herman (www.michaelherman.com). For this session, responses from <br /> the initial questions about the best of Ramsey will be used to generate a vision for the City's <br /> future.
