i. -- <br /> City of Ramsey <br /> 2008 Comprehensive Plan Update <br /> ^ <br /> ^ and when; rather it is to create a supportive environment in which the participants can solve <br /> issues for themselves. <br /> Ramsey3 will be the culmination of the process with intensive scoping and implementation <br /> .-. processes, with the preparation of the working document that will articulate the vision <br /> generated from the first two steps. This document and vision will guide completion of the <br /> comprehensive plan process. <br /> •. 2. Project Initiation, Issue Identification, Inventory, and Analysis <br /> ^ The proposed project timeline has the comprehensive plan consultant beginning work in mid- <br /> ^ February 2007. Since the open forums and "Open Space Technology" session are scheduled <br /> from February through May 2007, this will provide time for the comprehensive plan consultant <br /> to gather information and analyze existing plans and conditions. <br /> a. Inventory of Existing Conditions <br /> • Existing and future land uses <br /> Existing information on land uses will be gathered, including information from recent <br /> studies: R-1 Rural Developing District (Cluster Ordinance) and the Central Rural <br /> Reserve Study. <br /> • Transportation <br /> Information will be gathered regarding the existing transportation system and • <br /> any proposed changes, including the Northstar Commuter Rail, any scheduled <br /> improvements by the Department of Transportation, and others. Concerns, ideas, and <br /> solutions developed at the Ramsey3 meetings will be incorporated into the analysis of <br /> future system requirements. <br /> • Environmental resources <br /> The City of Ramsey is fortunate to be known for its natural resources— more than <br /> half of the City's borders are on the Rum and Mississippi Rivers, and more than 15 <br /> percent of its area is protected wetlands. The Environmental Policy Board of Ramsey <br /> is made up of members from the community and City staff representing critical <br /> interests in the continued development of the community. The purpose of this body <br /> is to develop and review city policies relating to the use, protection,'and renewal of <br /> — Ramsey's natural resources and to engage citizens in policy implementation. Input <br /> from this organization will be essential to include in the comprehensive plan update. <br /> In particular, a focus on environmental issues and continued sustainability of resources <br /> should be incorporated into all implementation strategies. In addition, the City is <br /> preparing to issue a Request for Proposals for the completion of a natural resources <br /> inventory; this work will need to be incorporated into the comprehensive plan work. <br /> OLSSON„ 12 January 29, 2007 <br /> aoc a ; x, �isr� <br />
