Begin a preliminary study and analysis of existing conditions throughout <br /> the City, and prepare and update background material for the following <br /> elements of the Comprehensive Plan: <br /> 1. Existing and Future Land Use. Analyze and update the existing land <br /> use inventory. Identify changes in land use patterns and trends since <br /> adoption of the previous Comprehensive Plan. Analyze growth <br /> pressures in Ramsey and the surrounding communities. <br /> 2. Transportation Plans. Analyze and update the existing Transportation <br /> Plan for the City. Meet with City Engineer and Public Works Director <br /> on identifying new or expanding transportation corridors. City will <br /> provide all pertinent data to be used by the consultant. Identify and <br /> explore alternative and/or mass transit opportunities. Meet with <br /> Anoka County and MnDOT officials in updating and integrating their <br /> future transportation plans into the City's. <br /> _ 3. Environmental Resources and Analysis. Conduct and environmental <br /> analysis that identifies critical natural habitats and options for <br /> protecting and enhancing those habitats. If necessary, meet and review <br /> with the City's Environmental Review Board to discuss any proposed <br /> changes and/or updates to the final Comprehensive Plan. <br /> 4. Economic Development. Meet and discuss with the City's Economic <br /> Development Coordinator and City's Economic Development <br /> Authority in identifying issues, areas, opportunities, and programs for <br /> enhancing Ramsey's economy. <br /> 5. Public Facilities. Identify, inventory and analyze the existing public <br /> facilities and spaces, such as governmental offices, schools, medical <br /> facilities, and maintenance and storage areas and determine their <br /> condition and functions. Develop a generalized replacement or future <br /> maintenance plan for the retention and/or expansion of these facilities <br /> and uses. <br /> 6. Intergovernmental Coordination. Identify and develop a plan and <br /> policy that promotes maximum cooperation and coordination with <br /> other governmental agencies.
